Attendance is required to submit an quote. Meeting point is next to the main gate pass & ID center, Spangdahlem Air Base, Germany. Please confirm your attendance per e-mail by 18 September 1500 hrs. (CEST) to Claudia.mans.1.de@us.af.mil •Þ The provision at FAR 52.212-2, Evaluation of Offerors - Commercial Items, applies to this acquisition in the following manner: •Þ Factor 1 Price (a) The Government will award a contract resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1. Quoters will be evaluated on the Total Evaluated Price (TEP) resulting from the total amounts of CLINs 0001 through 2001 plus 120% of the price(s) proposed for the last option period in accordance with FAR Clause 52.217-8 Extension of Services. Unbalanced prices may serve as a basis for rejection of the proposal. The price evaluation will document the reasonableness of the total evaluated price. Arithmetic Discrepancies: For the purpose of initial evaluation of quotations, the following will be utilized in resolving arithmetic discrepancies found on the face of the pricing schedule as submitted by the quoter. (A) Obviously misplaced decimal points will be corrected; (B) Discrepancy between unit price and extended price, the unit price will govern; (C) Apparent errors in extension of unit prices will be corrected; (D) Apparent errors in extended prices per CLIN will be corrected. Reasonableness: Price analysis will be used to determine reasonableness of prices. The techniques and procedures described under FAR 13.106-2, as determined appropriate, will be the primary means of assessing proposals in determining the reasonableness. •Þ Factor 2 Technical Capability Quoter provides a Commercial Quality Control Plan consisting of the following: QUALITY CONTROL. Provide a detailed Quality Control Program, including Checklists and other pertinent tools to measure the quality of the services rendered. Include the type/s of preventive measure/s utilized to maintain the standard around the facilies especially for the snow/ice removal The quoter provides a Quality Control Plan, which shall address the following issues and shall demonstrate the contractor's ability: a. A thorough and clear description in detail of the methods, processes, and procedures for ensuring performance meets the standards of the PWS; b. A description of the quoter's inspection system to effectively meet the quality thresholds defined specifically in the Service Delivery SDS) in paragraph 6.0 of the PWS. This should include processes for interfacing with the assigned Contracting Officer's Representatives (CORs); c. A description of the methods, checklists, and processes to be used to identify and rectify any deficiencies in the quality of service provided; d. An explanation of your process to ensure all services are performed to the standards of the PWS during employee absences (temporary or permanent); e. A sample work schedule for the different buildings of the Clinic; f. A list of the company's key personnel Quoters will be evaluated on written documentation provided in accordance with Addendum to FAR 52.212-1, Instructions to Quoters - Commercial, and listed as subfactors above. Technical acceptability is based on successfully meeting this requirement. The focus of the technical rating is to identify if the contractor has an adequate approach and understanding of the requirement. Each outlined subfactor will be rated "Acceptable" or "Unacceptable" as follows: TECHNICAL CRITERIA RATINGS RATING DEFINITION Acceptable Proposal clearly meets the minimum requirements of the solicitation. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation. Quoters must receive "Acceptable" rating for each subfactor to receive an overall "Acceptable" rating in the technical evaluation. In the event one or more subfactors receive an "Unacceptable" rating, the proposal will receive an overall "Unacceptable" rating in the technical evaluation. In order to receive an "Acceptable" rating, the quoter must provide proof that all requirements will be met. Award will be made to the lowest priced, technical acceptable quote which is deemed responsible. The Government will evaluate quotes as follows: The lowest prices quote will be evaluated first for technical acceptability. If deemed acceptable, further evaluation of quotes will stop and award will be made to this contractor. If deemed unacceptable, the next lowest quote will be evaluated for technical acceptability and so on. This will continue until an acceptable quote is determined. (b) A written notice of award will be mailed or otherwise furnished to the successful contractor after evaluation is complete and a successful quote has been identified. The successful contractor must confirm by signing the SF 1449 in blocks 30a, 30b, and 30c and e-mail the document back to the Contracting Officer claudia.mans.1.de@us.af.mil •Þ The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, requires contractors complete the applicable portions and submit with their quote. - NON-US Contractors, if not registered in SAM - Complete attached highlighted areas of FAR 52.212-3, Offeror Representation and Certifications - Commercial items. - US Contractors, if not registered in SAM - fill out paras (c) through (t) of FAR 52.212-3, Offeror Representation and Certifications - Commercial items. •Þ The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. •Þ The below ADDENDA is added to FAR 52.212-4(c), Contract Terms and Conditions-Commercial Items (c) Changes.
