The information is DRAFT ONLY, pre-decisional documents, and is anticipated to change before the final RFP is released. Publication of the DRAFT RFP is not a pre-RFP notice (synopsis) or a formal RFP and does not bind the U.S. Government to solicit or award a contract. All DRAFT documents are subject to change. Requirement: Systems Technical Support for the current Army Watercraft fleet Period of Performance: Anticipated five ordering periods for 60 months of service. Extent of Competition: Anticipated competition is Full and Open Task Order Small Business Requirement: Anticipated 20% Small Business Subcontracting requirement. NAICS Code: 541330 Incumbent: None Release of RFP: Anticipated October 2017. ------------------------------------------------------------------------------------------------- Please review the attached material and respond to the following questions (Negative responses are requested): 1. The draft solicitation currently would require Offerors to propose a single composite labor rate, to encompass all potential labor categories. Would additional labor categories for Offerors to propose to be more effective? If so, please provide examples of additional labor categories. 2. Is 25 total sheets of drawings, in accordance with Section L.4.1.3.1, enough to substantiate your company's technical experience in regard to the development of drawings? 3. Is 35 total pages, in accordance with L.4.1.4.2, enough to substantiate your company's technical experience in regard to the development of both a FMECA and a LORA? 4. Section M.4.3 currently depicts the Government's Small Business Participation Factor goals for this effort. Do you believe these goals are achievable? 5. Do you understand how the Government intends to evaluate the proposals? 6. Do you intend to submit a proposal as a prime contractor? The Government doesn't intend to post Q&A responses at this time. Comments received will be considered regarding any finalization of the attached documents prior to the final release of the RFP. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking participants to be placed on a solicitation mailing list. Responses are voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned and will be used for planning purposes. This DRAFT RFP is intended to afford contractors an opportunity to provide comments regarding this effort to the Contract Specialist, Mr. Derek Dycio, derek.m.dycio.civ@mail.mil, and Contracting Officer, Mr. Richard Harris, richard.l.harris197.civ@mail.mil.
