- RFI Form This is NOT a request for proposals. In accordance with Department of Defense FAR Supplement 207.170-3(a), Agencies are prohibited from consolidating contract requirements exceeding $2 million unless the acquisition strategy includes the results of market research, identification of any alternative approaches that would involve a lesser degree of contract consolidation, and a determination by the senior procurement executive that the contract consolidation is necessary and justified (see Department of Defense FAR Supplement 207.170-3(a)). As a result, USACE is conducting further market research to determine the impacts of alternative approaches to our traditional method of having one MATOC that covers all 5 Great Lakes. Potential alternatives include, but are not limited to, a separate MATOC for each Great Lake, a separate MATOC for the upper 3 Great Lakes and a separate MATOC for the 2 lower Great Lakes, or some other combination of MATOCs. The Dredging Industry's responses to this RFI are critical as we determine the future structure of the Dredging MATOC(s). Accordingly, we ask that you please respond to the following questions. 1. Are you a Small Business with respect to dredging activities ($27.5 million or less in average annual company revenue)? 2. Would you be more likely to respond to a solicitation and participate in a dredging MATOC that involved potential work in only one of the Great Lakes (Superior, Michigan, Huron, Erie, or Ontario), than you would be to respond and participate in a MATOC that involved potential work in multiple Great Lakes? If YES, please indicate in what Lake you are interested. 3. If one solicitation and one proposal were used to award 5 lake-specific MATOC Contracts, in which lake(s) would you expect to compete for such contracts (more than one Lake can be checked)? You would be requested to indicate what Lakes you are interested in in your proposal (Note that if you did not compete for any lake-specific MATOC, then you would not be allowed to compete for individual Task Orders throughout the life of that MATOC contract. For example, only offerors who competed and were awarded MATOCs for Lake Ontario would be invited to compete for subsequent Task Orders in Lake Ontario. This would be in effect for life of that MATOC, regardless of whether additional needs arose on that lake.) 4. If one solicitation and one proposal were used to award MATOC Contracts (one for Lakes Superior/Michigan/Huron and one for Lakes Ontario/Erie), in which pools would you expect to compete for such contracts (more than one pool can be checked)? You would be requested to indicate which pools you are interested in in your proposal (Note that if you did not compete for a specific MATOC, then you would not be allowed to compete for individual Task Orders throughout the life of that MATOC contract. For example, only offerors who competed and were awarded a MATOC for Lake Ontario/Lake Erie would be invited to compete for subsequent Task Orders in Lake Ontario/Lake Erie. Have you ever previously submitted a bid or proposal to provide dredging services for the Corps of Engineers in the Great Lakes region? HOW TO RESPOND: It is preferred that responses be entered on the attached Request for Information form and submitted by e-mail. Responses submitted by email without the attached form should include the text of each question and clearly indicate the response to each item.
