- NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Montrose, New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to LJM Engineering Group, Inc. 439 US Highway 46 Rockaway, NJ 07866, to perform Construction Period Services (including Site visits and post-construction services). The place of performance is VA Hudson Valley Healthcare System 2094 Albany Post Road Montrose, NY 10548. This action will result in a Firm-Fixed Price contract with a period of performance of two hundred (200) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than September 28, 2017 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after September 28, 2017 at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with LJM Engineering Group, Inc. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. The point of contact for this action is Contract Specialist, Dany Humphreys who can be reached at Dany.Humphreys2@va.gov The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE OF WORK Provide A/E Construction Period Services as per Supplement B, which includes the review of the construction contractor s submittals and requests for information pertaining to the design, Shop Drawing Review, CIH services, periodic site inspections as required, and the preparation of as-built drawings to assist the VA with ensuring the successful completion of Project 620-12-101 Steam System Improvements (phase 6) at the FDR, Montrose Campus. Perform work specified herein and comply with VA specifications and VA regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. Work shall include, but not limited to the following tasks: Construction Period Services 1. Technical Services: a.) The A/E shall review and check the Construction Contractor s submittals, which includes but is not limited to shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data, for conformity with the design concept and construction documents. b.) The A/E shall recommend approval, disapproval, or other suitable disposition of the Construction Contractor s submittals in a timely manner. c.) The A/E shall assist the VA in the interpretation of the construction documents. The A/E shall respond to the Construction Contractor s request for information (RFI) pertaining to the design in detail and in a timely manner. d.) The A/E shall prepare supporting documentation for contract modifications. The A/E shall prepare revised drawings, details, and detailed cost estimates for contractor s claims of additional work not shown on drawings due to both unforeseen site conditions or A/E error and omission (if any). 2. Periodic inspection services. The A/E shall provide Ten (10) site visits. The A/E Firm shall submit a detailed survey report with photographs summarizing the conditions found at the construction site as a result of the site visit. Each site visit shall be a total of eight (8) hours. 3. CIH Services: The A/E shall provide the services of a CIH for Asbestos tasks 6-9 as outlined in the attached Supplement B. The A/E shall provide Nine (9) site visits for air monitoring and testing during asbestos and lead removal. 4. As-Built Drawings: The A/E shall prepare as-built drawings based upon the contractor s marked up documents Period of Performance: The period of performance for this effort is date of award for a period of two hundred (200) calendar days.
