Description
**AMENDMENT** This pre-solicitation notice is being amended to revise the date of the webinar. The correct date is Thursday, 28 September 2017. All other information remains unchanged. The Environmental Protection Agency (EPA) contemplates awarding approximately twelve (12) firm-fixed price contracts of $100,000 each under the Small Business Innovation Research (SBIR) Program Phase I, during Fiscal Year 2018. The SBIR Program is a phased process, uniform throughout the Federal Government, of soliciting proposals and awarding contracts for research or research and development (R&D) to meet stated agency technology needs or missions. During Phase I (covered by this solicitation) contractors shall conduct feasibility-related research or R&D efforts on the following agency topic/subtopics: 1. Clean and Safe Water A. Removal of PFOA/PFOS from Drinking Water B. Removal of PFOA/PFOS from Wastewater C. Replacements for PVC and PE Water Pipes 2. Air Quality A. Capturing Carbon Dioxide from Vehicles B. Converting Carbon Dioxide from Vehicles C. Product Loss Prevention and/or Mitigation in the Oil and Natural Gas Sector D. Developing More Stable Metal Alloy Tubes for Use in High Temperature Processes 3. Land Revitalization A. Remediation of PFAS-Contaminated Soil and Sediment 4. Homeland Security A. Decontamination of Category A Viruses on Porous Surfaces and Sensitive Equipment B. Packaging Materials for On-Site Fumigation and Transport of Category A Virus Contaminated Materials 5. Manufacturing A. Greener Manufacturing of Plastics B. Greener Plastic Materials and Products 6. Building Construction Materials A. Greener Interior Construction Materials B. Greener Exterior Construction Materials The Phase I awards are expected to be made by June 30, 2018. The period of performance for each Phase I contract will be six (6) months. Upon successful completion of an EPA SBIR Phase I contract, the Phase I contractors will receive the Phase II solicitation and may submit proposals for competitive evaluation. Funding for Phase II shall be based upon the results of Phase I, the quality and soundness of the Phase II workplan and the commercial potential of Phase II technology. Proposals submitted in response to the solicitation must directly pertain to the EPA's environmental mission and must be responsive to EPA program interest included in the topic descriptions identified in the solicitation. This procurement is a total small business set-aside. The NAICS code is 541712 and the Small Business Size Standard is 1,000 employees. The anticipated release date of the solicitation is October 17, 2017 with an expected due date of December 07, 2017. The solicitation, amendments, and all pertinent documents will be available at https://www.fedconnect.net/FedConnect/Default.htm. It will be the offeror's responsibility to frequently check the same site where the solicitation is to be posted for any amendments. The solicitation document is approximately 50 pages in length, and includes all the requirements, instructions and forms needed for proper proposal submission. The SBA maintains and manages a Company Registry at www.SBIR.gov to track ownership and affiliation requirements for all companies applying to the SBIR Program. The SBIR Policy Directive (dated February 24, 2014) requires each small business concern (SBC) applying for a Phase I or Phase II award to register in the Company Registry prior to submitting a proposal to any federal agency participating in the SBIR Program. Please visit www.SBIR.gov and register your company prior to submitting your proposal to the EPA's SBIR Program, and append the SBA registration information as the last page of your Technical Proposal.
