- The U.S. Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), plans to procure, on a sole source basis, Ovarian Cancer Tissue Blocks from the Nurses' Health Study" from The Brigham and Women's Hospital, 75 Francis St, Boston, MA 02115-6110. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541711 and the business size standard is 1000 employees. The anticipated award shall be firm fixed price. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor Requirements The Contractor shall provide 469 paraffin embedded tissue blocks. The paraffin embedded tissue blocks must: 1. Include representative tissue from ovarian cancer cases from women enrolled in the Nurses' Health Study. 2. Be part of the routine diagnostic specimens that were used to establish an ovarian cancer diagnosis. The contractor shall perform the following tasks: 1. Identify and retrieve paraffin embedded tissue blocks from 469 women with ovarian cancer. 2. Transfer tissue blocks to NCI for storage. 3. Send list of retrieved tissue blocks to NCI. Place of Performance All work performed under the subject order shall take place at the Contractor's facility. Delivery The contractor shall deliver tissue blocks to the National Cancer Institute within 16 weeks from the date of award. The contractor shall include a list of retrieved tissue blocks with the delivery. The contractor shall deliver the specimens to: Dr. Nicolas Wentzensen MSC 9774 9609 Medical Center Dr. Rm: 6E448 Rockville, MD 20850-9774 This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 2:00 PM EST, on September 18, 2017. All responses and questions must be via email to Contract Specialist, Ricky Watson, at ricky.watson@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.GOV and have completed Representations and Certifications.
