- This is a synopsis notice for a barge mounted crane with tugs and crane operator services at Nuclear Propulsion Training Unit (NPTU), Goose Creek, South Carolina. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The primary point of contact is Nicole Jackson, Contract Specialist, (904) 542-8444. The proposed solicitation number is N69450-17-T-1721. The work will include, but is not limited to services one (1) spud barge mounted crane with one (1) primary crane operator and one (1) back-up crane operator. The crane shall have a boom length of 200 ™ minimum. The crane shall be equipped with a main hoist rated capacity of 80,000 pounds minimum at a 60 ™ radius and 30,000 pounds at a 120 ™ radius. The crane shall also have an auxiliary hoist with a rated capacity of 28,000 pounds minimum at a 130 ™ radius. The spuds length shall be no shorter than 55 ™ and no longer than 60 ™. The contractor shall provide one (1) primary tug and one (1) smaller steering tug or workboat with suitable crew for both tug boats for barge mounted crane movements as directed to support the MTS mooring chain work at Nuclear Propulsion Training Unit (NPTU), Goose Creek, South Carolina. The proposed contract type is a firm-fixed price purchase order utilizing the policies and procedures of FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13, Simplified Acquisition Procedures. The primary NAICS Code for this procurement is 238990 and the annual small business size standard is $15 million. The term of the purchase order is anticipated to be a seventeen (17) day period of performance. This includes a mobilization and demobilization period. Market research was performed in accordance with FAR 10.002(b)(2). As a result of the market research, the Contracting Officer recommended soliciting on an unrestricted basis under full and open competition. The NAVFAC Southeast Small Business office and the Small Business Administration (SBA) Procurement Center Representative concur with the full and open competition determination. As a result, the proposed Request for Quote (RFQ) will be issued on an unrestricted basis under full and open competition. All responsible sources may submit a proposal in response to the solicitation. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The anticipated date of RFQ issuance is on or after 15 September 2017.
