Description
PRESOLICITATION NOTICE: The National Park Service, Midwest Region, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Pavilion with Fish Tug project for the Apostle Islands National Lakeshore in Bayfield, WI. Work shall consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to construct a pavilion in accordance with A&E designs that will be provided with the upcoming Request for Proposal. Work will include the following: removal of water line, site preparation, construction of pavilion, and the relocation of the fish tug to the new pavilion. SOLICITATION NUMBER: P17PS02994. This solicitation is replacing previous Solicitation P17PS01021, which was canceled due to a statement of work revision. PROJECT MAGNITUDE: Between $100,000 and $250,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by early November 2017 with performance to be determined. Construction Wage Rate Requirements for Bayfield County, WI will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238130, and the size standard is $15 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available October 2017 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and FedConnect, website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
