- The U.S. Department of Agriculture, ARS, WBSC, College Station, TX intends to issue a sole source award to TSI, 500 Cardigan Rd., Shoreview, MN for 8 DustTrak Aerosol monitors and pole mounting kits. Pursuant to the authority of the FAR 13.106-1(b)(1)(i). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Minimum Specifications for Dust Trak Aerosol Monitors and pole mounting kits: Eight (8) aerosol monitors with pole mounting kits to be installed at National Wind Erosion Research Network sites. The network collects standardized data on wind erosion, dust emission and their controlling factors across cropland and rangeland sites. The network currently operates TSI DustTrak DRX aerosol samplers and, in line with instrument standardization across the network • Measured mass fractions: Simultaneous PMTotal, PM10, PM2.5, PM1.0 • Concentration range: 0-150 mg/m3 • Resolution: ±0.1% of reading or 0.001 mg/m3, whichever is greater • Zero stability: ±0.002 mg/m3 per 24 hours at 10 sec time constant • Sample flow rate: 3.0 L/min (±5% of factory set point internal flow controlled) • Detection method: Light scattering laser photometer; 90° off-axis detector • Gravimetric sampling: Removable 37 mm cartridge • Communications: Wireless: Cloud service capability via Quad-Band 3G/GPRS Modem, including WiFi and Bluetooth; Wired: USB (host and device) and Ethernet • Data logging: Via modem: 1 Hz data rate: user selectable reporting interval from 1 minute to 24 hours (average reading). 2 GB of on-board memory, expandable to 32 GB. Stored data accessible using Environet software; Via internal manual mode: User selectable, 1 second to 1 hour log interval. 5 MB of on-board memory (>60,000 data points), 45 days at 1 minute logging interval. • Operating environment: 32° to 122°F (0° to 50°C) standard; extended temperature range capability of -4° to 120° F (-20° to 50° C) available with optional enclosure heater2; 0 to 100% RH • Environmental enclosure: Lockable enclosure; 16 x 12 x 12.25 inches (HWD) • Sample inlet: Omnidirectional inlet with water tap • Power requirements: Solar power system • Mounting: Pole mountable This posting is a NOTICE OF INTENT and is not a request for quotations or proposals. No solicitation document is available and telephone requests for information will not be accepted. Potential sources who believe that they are capable of proving these supplies/services are invited to submit, in writing, substantiating documentation to the identified point of contact by no later than 15 days of the publication of this notice. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government to compete future actions based on responses to this notice is solely at the discretion of the Government.
