- Notice of Intent to Award on an Other Than Full and Open Competition Basis Contract Number: W15P7T-10-D-D421 0009 Army Contracting Command - Aberdeen Proving Ground (ACC-APG) on behalf of the Space & Terrestrial Communications Directorate (S&TCD) intends to extend Task Order (TO) W15P7T-10-D-D421 0009 awarded to AASKI Technology, Inc. (AASKI) for twelve (12) months of Scientific, Engineering, and Technical Assistance (SETA) support services. These support services include providing Systems Engineering & Analysis Support, Acquisition Support, Logistics Support, Shipping Support, Software Engineering, Quality Assurance & Certification Support, Hardware/Software Engineering Support, Integration & Test Support, and Network Integration Support to the SATCOM Systems Division (SSD) of S&TCD and its customers, including Project Manager - Defense Communications and Army Transmission Systems (PM DCATS), Project Manager - Mission Command (PM MC), Program Manager - Positioning, Navigation and Timing (PM PNT), and the Cyber Security Information Assurance (CSIA) and Tactical Communications Divisions of S&TCD. GENERAL INFORMATION: Under this TO, AASKI provides SETA support services to the SSD of S&TCD and its customers during the period of performance. AASKI is currently providing support on a wide range of existing engineering Research and Development (R&D) requirements for the Communications, Electronics Research, Development and Engineering Center's (CERDEC's) S&TCD. The objectives are for the overall system engineering, system design development, laboratory support, field engineering support and material acquisition to meet the requirements of SSD's customers and programs. Towards this end, AASKI shall provide support for the development of specifications; technical procedures and reports; attend meetings and collaborate with customers in support of their duties; and travel to CONUS and OCONUS locations in support of satisfying the tasks in the PWS. In addition, AASKI shall support integration, evaluation, and test efforts to ensure successful system tests. Material acquisition shall include the purchase of commercially available equipment - including hardware, software, software licenses, software maintenance, and test equipment - required to build, test and logistically support the customers and programs being supported by SSD. SCOPE OF WORK: This TO is a non-personal services contract to provide SETA support. The support required during the period of performance includes: Systems Engineering & Analysis Support, Acquisition Support, Logistics Support, Shipping Support, Software Engineering, Quality Assurance & Certification Support, Hardware/Software Engineering Support, Integration & Test Support, and Network Integration Support. The Government shall not exercise any supervision or control over the contract service provider performing services within the PWS. This action will result in a Cost-Plus-Fixed-Fee extension for an additional twelve (12) months (24 October 2017 through 23 October 2018). This announcement is in accordance with FAR 6.302-2. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication ( NLT 25 September 2017, 4:00 pm EDT ) of this synopsis will be considered by the Government. The effective start date shall be 24 October 2017. No additional time will be granted to ramp up efforts. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone requests will be honored.
