- Chapter VI: Other Than Full and Open Competition (OFOC) SOP Attachment 3: Request for Sole Source Justification Format >$150K OFOC SOP Revision 05 Page 3 of 4 Original Date: 03/22/11 Revision 05 Date: 05/02/2016 DEPARTMENT OF VETERANS AFFAIRS Justification and Approval (J&A) For Other Than Full and Open Competition (>$150K) Acquisition Plan Action ID:________ VA250-17-AP-7880______________________ Contracting Activity: Department of Veterans Affairs, VISN 10, Richard L. Roudebush VA Medical Center Nature and/or Description of the Action Being Processed: Contractor shall provide and install (9) Stentofon Deluxe Wall Emergency Units - Steel. These are to replace the Emergency phone system in the Old Garage at the Richard L. Roudebush VA Medical Center, 1481 W. 10th Street, Indianapolis, IN 46202. This system shall include a one year warranty on all parts and labor. The Stentofon Deluxe Wall Emergency Units shall integrate with the existing RS2 security system that is currently being utilized at the Richard L. Roudebush VA Medical Center. Description of Supplies/Services Required to Meet the Agency s Needs: 1 AlphaCom XE1 Audio Server w/3 IP Station Licenses 1 IP Desk Master w/Handset & Video Monitor 2 Six IP Station Licenses 2 Access It! Enterprise Intercom Interface License (1 per Client) 9 Stentofon Deluxe Wall Emergency Units Steel 9 1600 Series Turbine Adapter Plates 9 Vandals / Stainless Steel 9 Pole Binding Kit and 1 6061201 T Shipping Cat5 Burial Cable, Conduit, Labor, Programming, Testing and Training Tie into customers PoE Switches Provide 2 conduit from building hallway to electrical room located in parking garage. Provide conduit raceway from electrical room to Emergency Call Boxes locations for data and for 120 volt electrical power. Provide raceway connections to Emergency Call Boxes for data and power. Core drill block wall and Hilti fire stop required where needed. All conduits will be Aluminum Rigid. Junction Boxes to be Bell Box with blank cover and stainless steel with Myers Hub. Power conductors will be #10 THHN. All Units include video intercom. All alarms are stored and can be brought up in RS2 Access It! software. All units are made of steel, not aluminum, made for long life. Statutory Authority Permitting Other than Full and Open Competition: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Current Emergency Call for the old garage are just basic analog telephones and need to be replaced due to newer regulations. The new Stentofon Deluxe Wall Emergency Units will give us a more dependable system with the addition of a camera per unit. We have implemented a new Access Control System (RS2 Access It!) for all further installations. Central Security & Communications has the proprietary information and necessary licenses to not only provide the equipment but configure the equipment to tie into the RS2 Access! It security system being utilized at the Medical Center. The RS2 software is vital to all Police response and physical security measures within the facility. The integration and configuration of the call boxes within RS2 is vital to ensure Police are notified to ensure the code team is dispatched upon a emergent call. CSC has completed the installs of all the security systems within the new Domcillary, pain alarms within the facility (583-C72342), the move of Evidence Room and upgrades to PIV access to RS2. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market Research was conducted at the Richard L. Roudebush VAMC through vendor demonstrations, discussions with previous vendors utilized and online research. The following vendors were contacted: Talkaphone- info@talkaphone.com 773-539-1100 Vendor was unable to integrate call boxes and configure within RS2 Access It! system Central Security & Communications- Linda Hall 317-543-1300 Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated costs to the Governement will be fair and reasonable. Through market research and subject matter expert review, it was determined by a subject matter expert that the prices provided are similar to other manufacturers and the costs line up with the IGCE. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market Research was conducted at the Richard L. Roudebush VAMC through vendor demonstrations, discussions with previous vendors utilized and online research. It security system being utilized at the Medical Center. The RS2 software is vital to all Police response and physical security measures within the facility. The integration and configuration of the call boxes within RS2 is vital to ensure Police are notified to ensure the code team is dispatched upon a emergent call.
