- Question: The RFI states, "Separate whitepapers should be provided for each part." Are we correct in understanding "each part" to mean Synopsis paragraphs a. and b. are each considered a "part" and, therefore, there should be one 10-page whitepaper addressing paragraph a. and one 10-page whitepaper addressing paragraph b.? Response: 10 pages total. Question: The RFI states, "Concepts, technological ideas, and programmatic structures provided by respondents will be used to augment and refine future Government solicitations. Each whitepaper should include a cost estimate for the concept provided." Can the Government please provide more clarification as to what you require a cost estimate to entail? For example, are you looking for Respondents to provide cost estimates only for any innovative concepts, technological ideas and programmatic structures that a respective Respondent would consider delivering to enhance current Sentinel operations? Or, are you expecting Respondents to provide a full up staffing profile with notional associated costs? The reason for this question is that there is very limited information provided in the RFI request that would assist a Respondent in providing the latter. If you are looking for a staffing profile, a recommendation for working around the limited information provided would be forRespondents to provide the types of labor categories required to do this work with estimated rates for those labor categories. Response: The cost estimate is a rough order of magnitude cost for the entire spectrum of the effort by year.
