- P17PS02993 Pre-Solicitation THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, National Capital Region, Western Major Acquisition Buying Office (MABO), intends to issue a solicitation in mid-October, 2017 under SOLICITATION NUMBER P17PS02993,for replacement of existing roof with a metal roof on Building 83 at Catoctin Mountain Park, Thurmont, MD 21788. Work will consist of (but not limited to) providing all labor, supervision, material, tools, equipment, supplies, transportation and incidentals necessary to remove existing roofing, underlayment and related materials and install new standing seam metal roofing that will meet or exceed- UL Standard 2218 Class 4, Impact Standard for Impact Resistance. Construction specifications and drawings and site visit details will be provided with the solicitation documents. This procurement will be 100% set-aside for Total Small Businesses. The Government's preference is to award to a HubZone designated company and will give preferential consideration for this socioeconomic category for award. The NAICS code is 238160. The small business standard is $15M. In accordance with FAR 36.204(d) the Project Magnitude is less than $25,000. One (1) firm-fixed price contract will be awarded on a Lowest Price, Technically Acceptable (LPTA) basis. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in mid to late November, 2017. Davis Bacon prevailing wages for Frederick County, MD will apply. The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation criteria will be conducted under a Lowest Price, Technically Acceptable (LPTA) basis. The solicitation documents including specifications and drawings will be issued in mid-October, 2017 and will be posted on Federal Business Opportunities (www.fbo.gov) and FedConnect (www.fedconnect.net). Hard copy documents including drawings will not be available - all documents will be posted at this website for download. Offers will be due 30 days after issuance of solicitation. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice.
