Description
Sources Sought/Request for Information Deployable-Radar Approach Control (D-RAPCON) Production Options This is not a solicitation, but rather a Sources Sought/Request for Information to identify companies that can produce D-RAPCON systems. A solicitation was issued and contract was awarded in April of 2013 for Development/Test and Options to produce up to 19 systems. At this point, the Development and Test is currently being executed under contract FA8730-13-C-0014 and estimated completion for Milestone C decision is 2018. The purpose of this Sources Sought notice is to identify companies that have already developed technology to produce D-RAPCON systems. The Department of Defense (DoD) transformation vision relies heavily on more expeditionary, adaptable, enduring/persistent and agile joint forces, which in turn places increased emphasis on aviation assets for deployment, employment, sustainment, and redeployment. To further this goal, Air Force Life Cycle Management Center's (AFLCMC) Battle Management Directorate (BM), Aerospace Management Systems Division (HBA), Landing Systems (HBAB) Program Office, located at Hanscom Air Force Base (AFB), Massachusetts, is requesting information from industry to assist in the planning for the procurement of a Deployable Radar Approach Control (D-RAPCON). The D-RAPCON system is a transportable Air Traffic Control (ATC) radar approach control system to provide services, day and night, in most operational weather conditions, to military and civil aircraft for tactical locations and fixed-base restoral operations. With D-RAPCON, the United States Air Force (USAF) will have a supportable, adaptable, resilient, enduring/persistent, expeditionary terminal approach and en-route to 200 nautical miles (NM) surveillance and control capability for joint, coalition, and civil aircraft to use worldwide. D-RAPCON is envisioned to provide radar approach control service to include -- but not limited to -- sequencing and separation of aircraft, navigation assistance, and airspace control services to military, civil, and state-owned aircraft operating within the assigned terminal airspace area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication the USAF or AFLCMC will contract for the items contained in the RFI. AFLCMC will not pay respondents for information provided in response to this RFI. 1. The D-RAPCON system consists of two subsystems, the Airport Surveillance Radar (ASR) and the Operations Shelter (OPS). The ASR subsystem includes the Primary Surveillance Radar (PSR), a Secondary Surveillance Radar (SSR), a shelter to house the radar electronics, space for a maintenance position, maintenance equipment, land-line communications equipment, power generator, UPS and ECU. The ASR will provide both a terminal and tactical en route surveillance capability to aviators within assigned airspace. The OPS subsystem includes a shelter with space for the following positions: 4 or 5 primary controllers, 2 assist controllers, 1 supervisor and 1 coordinator. The following equipment will be included as part of the OPS subsystem: ATC displays and equipment, weather displays, a radar automation system, a voice/radio switch, Ultra High Frequency (UHF)/VHF radios, landline communications equipment, data and voice recorders, power generator, UPS, and ECU. The production readiness for the system will have to be at a minimum Manufacturing Readiness Level (MRL) 9, and parts of the system such as the radar both Primary Surveillance Radar (PSR) and Secondary Surveillance Radar (SSR), the communications voice switch and the UHF/VHF radios must be National Airspace System (NAS) compliant. The D-RAPCON will provide significantly improved reliability, maintainability, and supportability over legacy deployable ATC systems. 2. Please provide your response electronically. Notify the POC in Section 4 of this RFI within 15 calendar days that a response will be submitted within 30 calendar days of this notice. All responses shall be unclassified and reviewed to ensure consideration of operational sensitivities. Responses shall be 50 pages or less. 3. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
