- Description
- The purpose of this Award Notice is to inform the public that the Quintron Dices IV Support Program was awarded to Quintron Systems Inc. on 28 August 2017 under Purchase Order W91151-17-P-0185. This was a Firm Fixed Price requirement. This is a maintenance requirement to provide repair and return of hardware, updates and remote telephonic technical support of the digital integrated communications electronic system (DICES) voice over internet protocal (VoIP) system to include services, mini servers, T1 gateways, associated End Items (EIs), and headsets. This support requires 24 -hour, 7-days per week remote telephonic technical support for a term of 12 months. Due to Quintron's proprietary status over the previously purchased Dices IV VoIP communications System, this procurement was a sole source selection. In summary, the Dices VoIP communications system in use at Army - Training and evaluation Command - White Sands Missile Range (ATEC-WSMR) has incoporated hardware and software designs that are the proprietary intellectual property of Quintron. The required technical support are for proprietary manufactured VoIP intercoms that were created to ATEC-WSMR's specifications to comply with Information Assurance regulations and stringent mission settings. No other manufacturer's equipment will operate under the current design. The manufacturer has not approved nor certified any dealers that can provide the technical or software support required to maintain operations. Market Research indicated that providing that another company was selected to complete these servcies, the requirement would result in the entire proprietary system being replaced asta substantial cost and time. In accordance with Federal Acquisiton Regulation (FAR) and Department of Defense Federal Acquisition Regulation (DFARS) requirements, a Sources Sought Synopsis (SSS) was posted on the Fedbizopps.gov website on 21 July 2017 for 15 days (W91151-17-T-0102). No interested parties responded.
