Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-RFQ-17-MD38 and is issued as a request for quotation (RFQ). This solicitation is a small business set-aside. The NAICS is 334516 Analytical Laboratory Instrument Manufacturing and business size is 1,000 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-95. The USDA, ARS, PA, Grazinglands Research Laboratory, 7207 W. Cheyenne Street, El Reno, OK 73036 requires an NIE Analyzer. Minimum Specifications for the NIR Analyzer: • Dedicated reflectance near infrared (NIR) technology that is fully ISO compliant. • Pre-dispersive scanning monochromator. • Spectral Wavelength range of 680-2500 nm. • Optical bandwidth of 10.00 ±0.3 nm or better. • Spectral resolution 1.0 nm or better. • Absorbance range Up to 3 AU. • Wavelength accuracy <0.02 nm to traceable standard reference material. • Wavelength precision of 0.005 nm. • Photometric noise: < 20 micro au at 680-1100 nm and < 15 micro au at 1100 - 2500 nm. • Flexible sample presentation using standard quartz sample cups. Adapter for small ring cups is available. • Requires little to no sample preparation. • Can analyze ground, un-ground, slurry and liquid samples. • Included routine operating software for scan acquisition. • Windows based calibration development software. • Software enables transfer of all equations and data from several formats and brands of instruments; backwards compatible with FOSS NIR System II. • Unit can be connected to a modem, to an internal network or external network and can export data to LIMS. • Tungsten halogen lamp with MTBF rating of 10,000 hours, user changeable via pre-aligned assembly. IP52 completely sealed, no venting or fan. • Operational temperature range of 1-40°C, and can be stored at a temperature of -20-70°C and at ambient humidity < 95% RH. INCLUDE ANY RESEARCH-RELATED/GOVERNMENT-RELATED DISCOUNTS Price to include deliverables (FOB Destination) to the USDA, ARS, PA, Grazinglands Research Laboratory, 7207 W. Cheyenne Street, El Reno, OK 73036. The schedule for delivery to the site is 10 weeks after receipt samples to be sequenced. On company letterhead, quoters shall submit a firm-fixed price quote and a technical proposal that demonstrates the product(s) or services proposed meets the requirements of the Specifications/Statement of work. MAKE SURE your Price is provided separately from your Technical proposal. -Quoter shall clearly demonstrate its approach to technical ability to meet the requirements of the Specifications/Statement of Work, quality, warranty and timeliness of delivery. Include descriptive literature in sufficient detail to evaluate their product against the attached minimum specifications. -The quoter shall provide a quotation on company Letterhead. In addition to the completed pricing, the quoter shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the quoters price. Each quoter shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. Failure to provide the required information in the requested format may result in quotes not being considered for award.
