- SOLE SOURCE ANNOUNCEMENT 1. Introduction U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to Cetacean Logic Foundation, Inc., 2022 Spyglass Lane, New Smyrna Beach, FL 32169 2. Description of Services The overall objective is to provide coastal hydrology and modeling services to the REstoration COordination & VERification team (RECOVER) of the US Army Corps of Engineers to provide assistance to the Interagency Modeling Center (IMC) with updating and expanding the multiple-variable linear regression models associated with the Southern Coastal Systems (SCS) Florida Bay Salinity Performance Measure. The NAICS code is 541330 3. Authority DFARS 206.302-1, Only One Responsible Source 4. Reason for Sole Source (a) Background: The work products for this project will be used to update the modeling tools used by the RECOVERs SCS Florida Bay Salinity Performance Measure. SCS originally developed the Southern Coastal Systems Salinity Performance Measure which was designed to encompass all the sub-regions within SCS. However, this performance measure is currently incomplete. The Florida Bay Salinity Performance Measure was approved in its current form in June 2012 and supersedes the Florida Bay sections of the Southern Coastal Systems Salinity Performance Measure. The SCS Regional Team utilizes the multiple variable linear regression (MLR) salinity models published in Marshall et al (2009) to simulate and subsequently evaluate the salinity response of CERP water management alternatives via the Florida Bay Salinity Performance Measure. Since the approval of this performance measure (PM), recent data and analysis have resulted in the expansion of MLR models outside of those in the P, as well as, the need to update some of the MLR equations in the current version of the PM. This service will also provide an opportunity to extend the period of record for the existing input database through the end of 2013. To fully utilize these new modeling tools, coordination and work with IMC to update the MLR models utilized by the SCS Florida Bay Salinity Performance Measure is needed. (b) Justification: Without these services the CERP mission of Everglades restoration. CERP will not have the information it needs to proceed with setting performance measure targets in determining whether the salinity conditions are close to restoration conditions. The Government will not have the interpretation of data and modeling necessary to make scientific decisions. There are other sources available to model, however, the expertise in the data, models, and interpretation by CLF, Inc. over the last 20 years outweighs any other modeling companies that could potentially do this work. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 PM Eastern Time on September 22, 2017. Inquiries will only be accepted via email to jesse.lugo@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
