- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determining whether to set-aside the requirement for small businesses. The work includes, but is not limited to, maintaining and repairing fire protection and alarm systems to ensure they are fully functional and operational. The Contractor shall perform service call work, which includes emergency service calls, urgent service calls, and routine service calls; develop and implement a preventive maintenance program for all fire protection and fire alarm systems to ensure proper operation, to minimize breakdowns, and to maximize useful life; and perform preventive maintenance, which includes the fixed fire alarm systems and equipment, automatic sprinkler systems, foam extinguishing systems, and FM-200 fire extinguishing systems. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 561621 and the annual size standard is $20.5 million. The contract term will be a base period of one year plus four option years. The Government will not synopsize the options when exercised. IDIQ work may be issued via FedMall, a web-based ordering system, using Government purchase cards. This contract will replace a contract for similar services awarded in 2013 for $878,772.00 (recurring work) and $152,200.00 (nonrecurring work). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The solicitation will utilize source selection procedures which require offerors to submit a non-price (experience, safety, past performance information) and a price proposal for evaluation by the Government. Interested sources capable of providing the required services must respond by e-mail to sandy.sekiguchi@navy.mil no later than September 28, 2017. Interested sources shall (1) Indicate that they are capable of providing the required services and their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB)) and (2) Provide the following information for customers for whom you have performed maintenance and repair, service call work (emergency, urgent, and routine service calls), and preventive maintenance for all fire protection and fire alarm systems (fixed fire alarm systems and equipment, automatic sprinkler systems, foam extinguishing systems, and FM-200 fire extinguishing systems).
