Page 1 of 3 COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. VA101V-17-Q-0461 The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. The applicable NAIC Code for this solicitation is 423810 Forestry Machinery Equipment Merchant Wholesalers, Small Business Size Standard: 250 Employees. This is a Set-Aside Requirement. This solicitation is set-aside exclusively for Small Business Concerns. The successful offeror must be registered in the System for Award Management at https://www.SAM.gov at the time of award. The Government reserves the right to make no award from this solicitation. This is a BRAND NAME OR EQUAL REQUIREMENT for the following line item: ITEM NO. DESCRIPTION QTY UNIT TOTAL AMOUNT 0001 Blockbuster Model 22-22 with Grapple Bucket (or equivalent), and Model LE30 Elevator (or equivalent). See section vi. for complete description of the requirement, including salient characteristics required by the Agency. Shipping: Destination to Windsor, Ohio (exact address shall be provided at the time of award). 1 EA $___________ Description of Requirement Any equivalent products must meet the following salient characteristics of the requirement. All responses must include product information that demonstrates equivalency to the salient characteristics. All weather operator cab with heat, air-conditioning, running lights, fan and operator roof. Unit will cut up to 24 diameter and excess of 24 lengths Turbo charged Diesel engine of 80 HP or more 100% hydraulic set up- no blot pins, no tools needed for set up or tears down 5 splitting cylinder Push button pull-levers Hydraulic auto stop to measure cut lengths Adjustable splitting head Chain driven log trough Capable of producing 4 or more cords per hour Air returning piston system - machine shuts off and returns all pistons to start. Auto Hydraulic saw tensioning / Harvester Bar and Chain system. Pneumatic self-leveling elevator sets itself and adjusts hydraulically from cab Minimum 30 foot elevator much lay down horizontal for custom packaging (twin lift cylinders). Loads directly into a truck, no manual loading Tandem axles with electric brakes Grapple bucket Company must be able to deliver and set machine up at the veteran s home Must have warranty, which includes 2000 hours or 2 years for the engine, 3 years or 3000 hours on any major components and 1 year for any replacement parts. The Government intends to issue a single award firm fixed price purchase order. Offerors must submit quotes electronically via email. It is the Offeror s responsibility to ensure the quote is received. Offerors will be evaluated to the extent that they can provide the items (or equal) listed in the salient characteristics. The Government will award to the lowest priced, responsible offeror. New equipment ONLY; no remanufactured or gray market items will be accepted. All items must be covered by the manufacturer s warranty. Quote must be good for 30 calendar days after close of this solicitation. Delivery Date: 30 days After Receipt of Order (ARO). RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: Company name, address, and business size; DUNS number; point of contact name, phone number, and e-mail address; suggested equipment information including manufacturer, model and delivery schedule. Quote must be good for 30 calendar days after close of this solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
