- Deliverables - Draft (Exhibit B) PRS - Draft (Exhibit A) QASP - Draft PWS - Draft THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army Medical Command Health Readiness Contracting Office is not at this time seeking proposals and will not accept unsolicited proposals. Interested parties are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Potential responders are responsible for monitoring this site for additional information pertaining to this requirement. Background/Purpose: The United States Army Medical Command (MEDCOM) is considering a non-personal services requirement to provide paramedic training, remediation, and assistance with scheduling for the National Registry of Emergency Medical Technicians (NREMT) examination for the National Registered Paramedic (NRP) certification. The US Government will not exercise any supervision or control over the contract service providers (CSPs) performing the services herein. Such CSPs shall be accountable solely to the contractor who is, in turn responsible to the US Government The US Army Medical Department has identified a gap in the training and knowledge base in the flight medic community. The current conflicts around the globe have seen a significant increase in the survivability of soldiers, sailors, airmen and marines in combat. This has, however, resulted in an increase in critically ill and complex patients further forward on the battlefield. In the past, it has been the duty of the flight medic to render en-route care in the back of medical evacuation or casualty evacuation aircraft from either the point of injury or sites of damage control surgery. The training standard for Army flight medics has been Emergency Medical Technician (EMT). In the civilian air ambulance setting, EMTs are not authorized to provide the level of en-route care required by modern combat casualties; this level is reserved for the critical-care trained NRP. Therefore, to bridge the training gap between battlefield providers and their civilian counterparts, the US Army Medical Department Center & School, in accordance with (IAW) the National Defense Authorization Act of 2013, has established a program to train all existing and new flight medics to the NRP standard with additional critical care training. The US Army Critical Care Flight Paramedic Program consists of three parts: the AMEDD Aviation Crewmember Course taught by the US Army School of Aviation Medicine; paramedic training provided by this contract; and critical care clinical training provided by a separate contract. Upon completion of the paramedic portion, students will take the NRP examination. This requirement is solely for national paramedic training. For the paramedic training requirement, the contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities as necessary to provide paramedic training, remediation, and preparation for students to take the Paramedic Certification test for the NRP, as described in the PWS. Draft Performance Work Statements are attached to this announcement for reference. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 611310, Colleges, Universities and Professional Schools. 6. Brief Company response statement addressing the following items: a. The MEDCOM seeks feedback on your abilities to provide a national paramedic training course as described in the attached PWS. Will the vendor have access for students to rotate in high acuity, preferably high volume, ALS EMS settings? b. What kind of experience will the instructors have and what level of education/certification will they hold for the paramedic course? c. Although not mandatory, can the vendor provide an accredited course that provides credit towards a degree? d. Can the vendor cover the volume of students at the rate of a max of 35 students per class, with an annually average of 300 students total per requirement? e. If the vendor is not physically located within the 75 mile geographical criteria, please include how you could meet these geographical restrictions. (Satellite campus, partnerships, teaming agreements, etc.?) Only the course itself must meet the geographical limitations, not the vendor location. f. Does the vendor have the ability to maintain a American Heart Association Training Center status for BLS, ACLS, PALS, and the National Association of Emergency Medical Technicians PHTLS and AMLS affiliated training program? The ability to maintain an affiliation with an American College of Surgeons Accredited Level 1 Trauma Center for clinical education? The ability to provide medical oversight relationship with a large urban EMS system providing 911 ALS responses? g. What challenges does the vendor face for providing these requirements as written? What alternate methods would you suggest? h. What would the vendor want to change in order to make this more favorable to offer a quote on the requirement as currently written? i. Please describe and offer suggestions or alternate parameters that are more commercially acceptable for the customer to consider. j. What prior experience can you offer for similar services for a medical training organization? Please limit your documentation to the following Page Size, Font Type and Size, Spacing and Page Numbering. Responses shall be submitted using a Microsoft Word document with page size 8.5 by 11 inches. Font type shall be Times New Roman, size 10-12 using standard tabs and indent software features with no less than single spacing between lines. Responses are limited to no more than five (5) pages for the entire RFI response statement. All transmitted information marked proprietary shall be treated as such. Therefore, businesses should identify any proprietary information in their responses. Proprietary materials will neither be distributed, nor discussed with, any other organization. Information submitted in response to this will be used at the discretion of the Government. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts.
