- This pre-solicitation notice is for Construction Gates and Exterior Lights at 1LT Richard T. Shea USARC, 3502 Bennett Creek Road, Suffolk VA. The support service encompasses labor, supplies, supervision, tools, materials, equipment and transportation necessary to provide services in accordance with Scope of Work. This award will be a fixed price contract with a period of performance from 40 days after award. The contractor shall furnish all personnel, equipment, facilities, supplies, services, and materials, as noted in the solicitation and Scope of Work. This acquisition is 100% Small Business firms under the primary North American Industry Classification System (NAICS) of 236220 a size standard of $36.5 million. The proposed solicitation number will be W15QKN-17-Q-1118. The solicitation will be posted on or about 06 September 2017 via Federal Business Opportunities at FBO.gov. The due date will be stated in the solicitation. Please note the response date listed with this pre-solicitation notice is not the actual due date. The actual due date will be stated in the solicitation. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. To be eligible for award, prospective offerors must be registered in the System for Award Management (SAM) Internet site, www.SAM.gov, under the appropriate NAICS. QUESTIONS AND ANSWERS: Q: Would like to know how many gates/lights need to be replaced or repaired. Also, what is the part number for the lights? A: Unfortunetly, we don't have access to part numbers, make or model; however there are seven pole lights, ten wall pack lights and a flag pole light that is required. There is one gate and a gate operator that works with a pin. Q: Are we to remove and replace old wall pack lighting with new wall pack lighting or replace the existing flood lights shown on poles with new LED flood lights? A: The wall pack lights are on the building and is 10 each. They have nothing to do with the pole lights. The entire wall packs need to be replaced preferably with LED. Q: What is the wattage of the existing fixtures? Is there a way to find out what wattage bulb to use so that we may be able to provide a replacement of fixtures with comparable light output? A: There is no way to tell the wattage of the bulbs. The wall packs are extremely old and replacing of the light bulbs may prove to be not as cost effective or may be discontinued.
