This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Proposal. The Army Contracting Command-Redstone Arsenal (ACC-RSA) on behalf of the United States Army Aviation and Missile Command (AMCOM) Logistics Center (ALC) Aviation Field Maintenance (AFM) Program, executed by the Aviation Field Maintenance Directorate (AFMD) is hereby releasing this DRAFT RFP for the West region. The AFM Program enables sustainable unit and equipment readiness by augmenting aviation field level maintenance capabilities and responding to aviation maintenance surge requirements throughout the world. This includes Army aviation Reset mission and the delivery of Reset aircraft in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations and the application of Modification Work Orders (MWOs). The AFM Program also provides aviation maintenance pass-back support for Combat Aviation Brigades (CABs) at numerous Logistic Readiness Centers - Aviation (LRC-A) sites. The applicable North American Industry Classification System (NAICS) code for this acquisition is 488190 - Other Support Activities for Air Transportation. The Small Business Size Standard is $32.5 Million in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. The process used to calculate average annual average receipts can be found in 13 CFR Section 121.104. This PRE-SOLICITATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue an RFP, nor will the Government be liable for any costs involved for submission of Information in response to this notice. The Government proposes to award a "C" type contract that will include a base year and seven one-year options. The contract will be awarded using a best value Tradeoff approach. Please provide questions or comments on the DRAFT RFP and all Attachments/Exhibits NLT 27 September 2017 5:00 p.m. (US Central Time) to usarmy.redstone.acc.mbx.acc-rsa-afmii@mail.mil to allow time for the Government to prepare and post responses prior to release of the Formal RFP.
