- (Attachment #2) IMMC Solicitation Question Feedback Format (Attachment #1) IMMC 28 SEP 2017 Industry Day Registration Form Description: THIS IS A REQUEST FOR INFORMATION ONLY AS A MARKET SURVEY TOOL AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT DOES NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. Naval Air Systems Command (NAVAIR), PMA-271 (Airborne Strategic Command, Control and Communications) Program Office will be hosting an Industry Day on 28 September 2017 in California, MD, to gain feedback on a draft Statement of Work (SOW) that will be provided upon request. The intent is to research potential sources that possess the expertise, capabilities, and experience to perform integrated modification and maintenance on E-6B aircraft. The E-6B is a military derivative of the Boeing 707 commercial airliner and all interested parties should have the ability to perform work on multiple aircraft concurrently. Proposed maintenance facilities must be large enough to fully enclose each inducted E-6B with hangar doors completely closed and comply with E-6B security and DCMA 8210.1 Series requirements. Additionally, PMA-271 is interested in procuring Contractor Field Team (CFT) support to travel to CONUS locations to perform specified aircraft modification/maintenance. NAVAIR is contemplating the use of a long-term (>5 years) single source IDIQ contract for the actions called out in this RFI, and is soliciting industry input with respect to this approach. The projected work load for this contract, which cannot be specifically defined or guaranteed, is up to 4 aircraft per year. The Industry Day is a public event held by the U.S. Navy to promote open communication between the Government and industry. It also provides a forum for companies to network and identify potential teaming partners. The Industry Day agenda will consist of a program overview brief in the morning, with pre-scheduled one-on-one question and answer meetings to follow. Attendance at this event requires pre-registration and one-on-one question and answer sessions will be scheduled upon request. The one-on-one sessions are intended for contractors planning to propose as a Prime (including any teaming) and will allow for participants to ask questions to clarify the requirements. For planning purposes, this one-day event will start at 8:00 AM and end at approximately 5:00 PM EDT. NO RECORDING DEVICES ARE PERMITTED. Contractors interested in attending this event must provide a completed copy of the Pre-Registration Form (Attachment #1) to BOTH of the Points of Contact (POCs) listed below by 21 September 2017. Prime contractors interested in a one-on-one meeting with the Government shall include its request on the Pre-Registration Form. Due to space constraints, this Industry Day event is limited to no more than five attendees per company. Also, the one-on-one meetings are limited to no more than five attendees per Prime Team. The address to the Industry Day venue and one-one-one meeting schedule will be provided by 26 September 2017. General questions can be emailed to BOTH of the POCs listed below in advance of the Industry Day by utilizing Attachment #2. While proprietary questions may be submitted, the Government intends to provide all questions and answers to all potential bidders.
