- Description
- The U.S. Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), NCI Center for Biomedical Informatics and Information Technology (CBIIT) plans to procure on a sole source basis maintenance and support services for the EcoSys EPC System from Hexagon PPM, 305 Intergraph Wy, Madison, AL 35758. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 423430 and the business size standard is 100 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The estimated period of performance is eleven (11) months with two (2) twelve (12) months option periods after award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI created CBIIT to lead the coordination, development, and deployment of enterprise-wide digital capabilities (including biomedical informatics, scientific-management information systems, and computing resources) in support of the Institute's initiatives. Through CBIIT, NCI is helping to speed scientific discovery and facilitate translational research by using IT and informatics to address complex research challenges. The ability to manage and analyze diverse, and often extremely large, collections of data - whether high-throughput genomics data, clinical data, or annotated medical images - in an integrated fashion is increasingly indispensable. Through the National Cancer Informatics Program (NCIP), CBIIT offers open-source infrastructure components, access to data, and software tools to meet specific research needs. CBIIT and NCIP activities are carried out in response to the expressed research needs of the cancer research community, bringing digital capabilities and research partners together to address critical challenges. CBITT, Infrastructure Branch (IB) provides for the appropriate use of data science, informatics, and IT, exemplifying a commitment to customer service, teamwork, pride, professionalism and resulting in optimal support of the NCI's mission to accelerate the prevention and treatment of cancer. The IB requires customer support for technical problems that occur when using EcoSys EPC Software. The Contractor shall perform the following tasks as included in the support and maintenance agreement: • Updates and Upgrades - Licensee shall be provided with any updates and upgrades that Licensor makes generally available to its other customers. • Phone/Email/Web-based Support - Licensee shall have the opportunity to access a web-based portal, call or e-mail Licensor to have questions answered about the operation of the Licensed Programs. Licensor will use commercially reasonable efforts to provide answers to Licensee's questions during reasonably established support department operating hours (Monday through Friday, 9:00 AM through 6:00 PM EST). This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4PM EST, on September 13, 2017. All responses and questions must be in writing and faxed to 240-276-5399 or emailed to Ronette Collins, Contracting Specialist via electronic mail at ronette.collins@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
