Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement. The objective of this contract is to aquaire A Thermo Scientific Flash 2000 (or later model) Combustion Elemental Analyzer (EA) to be interfaced with an existing Thermo Scientific Delta V Advantage Isotope Ratio Mass Spectrometer is required to support the nutritional ecology laboratory in percent protein determination and stable isotope analysis of fish, plankton, marine mammal and other animal tissues, purified amino acids, and standard reference materials. Requirements: EA The system should be able to interface with a Thermo Scientifc Delta V Advantage Isotope Ratio Mass Spectrometer. The system should be capable of using helium as a carrier gas. The system should accommodate a flow rate of 90-110 mL/min. The system should be able to interface with Thermo Scientific Isodat Software in order to automatically control sample stream dilution levels at the ConFlo IV interface on a per-sample basis. The system should use a two-column configuration for sample combustion and reduction, and not a single column configuration. The system should include an autosampler The autosampler should accommodate at least 50 sample capsules ranging in mass from 0.2 mg to 50 mg The system should be able to accommodate Argon as a carrier gas. The system should accommodate a range of sample matrices, including the following at a minimum: Animal and fish tissues. Sediments. Vegetation. The system should include an oxidation reactor and a reduction reactor. The oxidation and reduction reactors should be temperature programmable. The oxidation reactor should have a temperature range that reaches 1000 ⁰C minimum. The system should have a gas chromatography (GC) column and oven. The system should be able to accommodate a 2-3 m stainless steel column. The system should have a GC oven which can be temperature controlled and reach a temperature of 105 ⁰C. The system should be equipped for flash combustion. The system should have the ability to introduce variable levels of oxygen into the combustion reactor. The system should have automatic leak-checking capability. The system should come with data-handling software (Eager Xperience) which does the following: Allows for multiple calibration materials to be used as standards in EA determination. Determines element mass percent values during a sample run and displays information in real-time. Allows for the export of data to Microsoft excel, text file, or other LIMS systems. Upgradeability It must be possible to upgrade the EA to accommodate a zero-blank autosampler. Installation, Shipping, and Service Quotation must include shipping to Juneau AK, installation, training either on-site or remotely, and at least a 6 month warranty on hardware. The NMFS Alaska Fisheries Science Center Auke Bay Laboratories recently (May 2016) acquired and installed a Thermo Scientific Delta V Advantage Isotope Ratio Mass Spectrometer. This serves the NFMS mission of producing data to aid stock assessments and process studies of Alaskan marine fisheries ecosystem science. In order to conduct bulk isotopic analysis of samples and to determine percent protein of samples, the mass spectrometer can be interfaced with an Elemental Analyzer. Only one manufacturer, Thermo Scientific, supplies an EA that is optimized to this system and can interface fully with all features of the mass spectrometer, including communication between the EA and IRMS which permits automatic dilution of the sample stream from the EA to the IRMS and optimizes IRMS signal strength. See attached Statement of Work for more information. All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in September 2017.
