Description
The Naval Air Systems Command (NAVAIR) intends to award a modification to an existing contract to Cobham Advanced Electronic Solutions, Inc., 305 Richardson Road, Lansdale, PA 19446, for procurement of AN/ALQ-99 Low Band Consolidation (LBC) Phase II Non Recurring Engineering (NRE) and test articles. The applicable NAICS Code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. LBC Phase II is a follow-on effort in the continued development of the AN/ALQ-99 Low Band Transmitter (LBT) system currently in production. LBT, when integrated into the EA-6B and EA-18G platforms, provides the capability to effectively jam hostile, low frequency radar and communications signals in a tactical environment. The proposed LBC contract modification will implement an engineering change to modify the existing LBC by performing NRE efforts to reduce transmitter weight and conduct follow on Test & Evaluation activities as follow on to LBC Phase I. The effort will also require delivery of 15 test articles to support future qualification and testing of the modified transmitter, as well as applicable technical data. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole system designer, developer, integrator and manufacturer of the LBT, Cobham has unique expertise with respect to the design, engineering and performance details of the AN/ALQ-99 LBT necessary for the Phase II design and test of the LBC. It is expected that a contract modification with Cost Plus Incentive Fee (CPIF) will be awarded. The term of the contract is expected to be approximately thirty-six months.
