- Questions and Answers 1. Where do I submit an Offer to? What method of submission is required? Can I submit an offer by mail? Answer: Proposals/Offers should be submitted electronically, by email to Lanny.Turner@FirstNet.gov by 4:00 p.m. September 11, 2017, identifying in the message subject line that it is a Proposal in response to RFQ FN130117RQ0072. Mailed hard copy offers shall not be an acceptable method of submission. 2. What do I suubmit with the electronic proposal? Answer: The Proposal shall consist of two electronic files, One file with the proposal business/price component including the completed and signed SF1449, the completed Represetnations and Certifications (if not current on-line in the SAM system) and the pricing proposal. The second file will contain the technical proposal with the technical capabilities and past performance sections. More detail proposal preparation instructions can be found in Pat IV of the RFQ starting on page 19 of the solcitation. 3. Is there a preference for Self-Paced eLearning or Virtual Instructor Led training of the team of 50 people? Answer: Introductory basic-Level courses, as identified in the RFQ, are required for the team of 50 individuals. Self-Paced eLearning is preferable for the basic-level courses. 4. Can an offeror propose Instructor-Led (on-site or in-person) Classroom training? Answer: In the Statement of Objections, RFQ Part II, Content Objectives that "All courses shall be delivered either cirtually... or self-paced eLearning." Additionally in the Scope Objective "The training solution can be a mix of eLearning and virtual instructor-led... and on-site or in-person classroom training would be the least desired training method." 5. Is instruction required for LTE Advanced and LTE Advance Pro? Does FirstNet have interest in just LTE (3GPP Release 8)? Answer: It is important that the CCO staff have a solid introduction into 3GPP Release 8 (basic-level understanding of LTE) and that LTE Releases 13 and 14 are at least mentioned in the introductory courses. Mission Critical Push-to-Talk is based on 3GPP Release 13. In the introductory the basic-level courses the CCO staff needs to understand, at least at a high-level, the schedule and capabilities in the 3GPP releases. The more advanced courses could get into greater and more technical details about Releases 13 and 14 and future LTE capabilities. 6. Can you provide a breakdown of the how many of the 35 staff would take the more advanced courses, and the techncial courses? Answer: FirstNet cannot provide a more detailed breakdown of who will take the more-advanced and/or technical training. We anticipate that the CCO staff will be interested in taking as much training as they can within the scope of the contract. It should be noted that in the RFQ in Part II, Scope Objective, that "Most of the staff taking this training do not have a technical background but need to understand the policies, operations, and technical capabilities that support LTE." The Offerors should use their professional experience and knowledge in proposing course offerings that provide the Notional Curriculum/Topic Objectives to be delivered to a staff that does not have a technical background. _____________________ COMBINED SYNOPSIS/SOLICITATION (BEST VALUE) Long Term Evolution (LTE) Communications Training, Request for Quotations (RFQ) FN1301RQ0072 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures of FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. All questions regarding this solicitation should be addressed to First Responder Network Authority (FirstNet), RFQ: FN130117RQ0072, Attn: Lanny Turner E-mail: Lanny.Turner@FirstNet.gov by 12:00 p.m. September 6, 2017. Questions submitted after this date may not be addressed by the Government prior to the quotation submission deadline. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation via FedBizOpps. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the purchase order. The deadline for all proposals will be 4:00 p.m. September 11, 2017. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective 01/19/2017. The clauses and provisions applicable to this solicitation can be found under Sections III, IV, and V in the attached RFQ. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 Professional and Management Development Training with a small business size standard of $11M average annual receipts. Offeror's are cautioned that the Contractor's Online Representations and Certifications in SAM.gov, or the completed FAR 52.212-3 Representations and Certification contained in Section IV and submitted with any offer in response to the solicitation, must include the NAICS code governing this solicitation. This acquisition is being procured as an Unrestricted Full and Open Competition. Contractors not registered in the System for Award Management at the time the requirement is anticipated to be awarded will not be considered. Contractors may register with SAM by accessing www.sam.gov or by calling 1-866-606-8220. This is a Firm-Fixed Price acquisition with a basic period of performance lasting one year from the date of award. The estimated date of award is September 29, 2017. FirstNet's objective for this combined synopsis/solicitation is to procure services of an experienced contractor to provide LTE communications training to the Chief Customer Office (CCO) staff of approximately 50 personnel. Most of the staff taking this training do not have a technical background but need to understand the policies, operations, and technical capabilities that support LTE. The training objectives are to ensure that the staff of FirstNet has the knowledge and understanding of the telecommunications industry, particularly LTE, which will allow them to most effectively and properly carry out the missions and goals of FirstNet. FirstNet's goal is to strengthen our staff's ability to understand and promote FirstNet's capabilities to the public safety community. The courses shall be commercially-available, off-the-shelf training, and/or slightly customized commercial training, to be delivered as introductory and more advanced courses. All courses shall be delivered either virtually (instructor-led or facilitated) or as self-paced eLearning. The majority of the staff is not centrally located, and on-site or in-person classroom training would be the least desired training method. Delivery of the training shall begin at the earliest possible date. Up to 50 individuals will take the introductory basic level LTE course(s); and approximately 35 of those staff may take the more advanced courses. Section II of the attached solicitation provided greater detail to the objectives of this acquisition, and provides instructions and information Sections IV and V that are needed for a successful submission of a quotation. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are nonresponsive may be excluded from further evaluation and rejected without further notification to the offeror. The offeror must submit their quote on attached SF-1449.
