Original Sources Sought To Industry from 28 July - 04 August 2017 Notice of Intent to Award a Sole Source Task Order Project Title: Purchase of Add-On Air Traffic Control (ATC) Information Display & Dissemination System (IDS5) Workstations for Joint Base Lewis McChord, WA. Announcement No.: W911S8170049 The Mission & Installation Contracting Command - Joint Base Lewis McChord (MICC-JBLM) hereby submits a notice of intent to award a sole source firm fixed price GSA Federal Supply Schedule (FSS) task order to Systems Atlanta, Inc. (SAI), a small business, headquartered in Kennesaw, Georgia, USA. The required equipment are for additional IDS5 Workstations to supplement the existing IDS5 workstations currently being utilized at Gray Army Airfield at Joint Base Lewis-McChord, WA. IDS5 is the only ATC information display dissemination of weather data to ATC positions with bi-directional dataflow to/from other base facilities (AM, Command Post, Squadron Operations, etc.). The ability of IDS5 to interface with the N-TFS ensures ATC facilities compatibility with the US Air Force/Army Joint Environmental Toolkit (JET) consolidated weather program currently being utilized by the Department of Defense (DoD). SAI's IDS5 was purchased to support the US Army Airfield Automation System (AAAS) which is the designated integration platform for JET weather data in ATC facilities. IDS5 provides this capability through interface to the N-TFS, which is part of the JET integrated capability. The IDS5 System is a proprietary product of Systems Atlantic Inc. Systems Atlantic Inc. has proprietary rights to all software, software maintenance and specifications for the IDS5 system. The North American Industry Classification System code is 541511. The total value to purchase the add-on IDS5 workstations is less than the Simplified Acquisition Threshold as prescribed in the Federal Acquisition Regulation (FAR) at FAR 2.101. This sole source contracting action includes an approved waiver from placing an order on a competitive basis pursuant to FAR 8.405-1 for the aforementioned requirement based on the application of FAR 8.405- 6(a)(1)(i)(B). In an effort to verify that the purchasing of the IDS5 Workstations was indeed a sole source requirement, a Sources Sought was previously posted on FEDBIZOPPS from 28 July - 04 August 2017. The only response received was from Systems Atlanta, Inc. A copy of the original Sources Sought is provided as an attachment to this notice. Additionally, a search of various U.S. Government DoD procurement databases revealed that past purchases of the IDS5 systems have been awarded on a Sole Source basis. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of enabling continuous and ever improving Aviation Operations and Aircrew Readiness at Joint Base Lewis McChord, WA and Yakima Training Center, WA. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by a company's response to this notice. This is NOT a request for quotes or proposals.
