- PLEASE READ CAREFULLY AS THERE HAVE BEEN CHANGES IN WORDING SINCE THE PRE-SOLICITATION NOTICE FOR PURPOSES OF CLARIFICATION This is a competitive 8(a) set -side. The set-aside status for this acquisition is a Competitive 8(a) Business Development Program under the Small Business Administration (SBA). (SBA Requirement # 0303-17-705197-01) The General Services Administration (GSA) MidAtlantic Region is soliciting for Facilities Engineering and Operations & Maintenance Services at the A.V. Bryan and Bostetter Courthouses and the custodial services at the A.V. Bryan Courthouse both in Alexandria VA. Full maintenance services will include, but are not limited to: the operation, maintenance and repair of HVAC and associated controls, electrical, mechanical, plumbing, fire protection and life safety, vertical transportation, administrative services, architectural and structural systems, and engineering services including repair and alterations projects, project review, management support, recommissioning, and custodial services(custodial services only for the A.V. Bryan Courthouse). The services will be performed at the following locations: Bostetter Courthouse 200 S WASHINGTON, ST ALEXANDRIA, VA 22314-5405 AV Bryan Courthouse 2100 JAMIESON AVE ALEXANDRIA, VA 22314-5702 The NAICS Code for this procurement will be 561210, Facilities Support Services and the size standard is $38,500,000.00. Any resulting contract will be a firm fixed price contract and the contract will be utilized by the Richmond Field Office. This contract will be solicited as a one (1) year contract with four (4) one (1) year option periods for a total potential contract period of five (5) years. The contract will be acquired using Source Selection procedures as identified in FAR 15.3 with a firm fixed price award to the offerors who provide the best value to the Government. Offerors will be evaluated based on technical merit and price proposals. For this procurement, the combined technical evaluation factors are approximately equal to price. The trade-off process under the best value approach will be used. The technical evaluation factors are, in descending order of importance: 1.Management Plan 2.Prior Experience, 3.Past Performance. Past Performance and Prior Experience are of equal importance. The Government intends to award the contract approximately March 2018. Additionally, the Government intends to make award without discussion. Therefore, offerors are requested to submit their initial proposals to the Government on the most favorable terms based on technical and price factors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This solicitation package (including specifications, offer forms, clauses and provisions) is only available electronically on FedBizOpps. Potential offerors are responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The pre-proposal conference and site visit for all buildings is scheduled for 14 September 2017. Please continue to monitor FedBizOpps for any changes to the formal pre-proposal meeting dates and/or site visits (the government intends to hold the pre-proposal conference and site visit rain or shine but should weather conditions create an unsafe environment or facility closures, the Government reserves the right to re-schedule). Those interested in attending the pre-proposal meeting and/or site visit must submit the contractor clearance request form. This requirement was stated in the pre-solicitation notice and established a due date for all request forms of 7 September 2017, 2 PM EST. However, due to the solicitation posting on 7 September 2017, the date to submit the contractor clearance request forms has been extended to 8 September 2017, 11 AM EST (pay special attention to the time as the time has been moved up to 11 AM EST on 8 September 2017). The form was posted with the pre-solicitation notice and remains available as part of the offerors' library. Pre-Proposal Conference Details: Starting Location: A.V. Bryan U.S. Courthouse 401 Courthouse Square Alexandria VA 22314 Date: 14 September 2017 (Thursday) Time: Starting at 9:00 AM EST and concluding by 4:00 PM EST Pre-requisites: Pre-requisites must be submitted via email to Jeff Gibson at jeffrey.gibson@gsa.gov by the date and time identified with each pre-requisite. All received pre-requisites will be acknowledged via reply email with confirmation of information received. The pre-requisites are: 1. All prospective contractors must submit a "Contractor Security Clearance Request Form" (available in the bidder's library in the FedBizOps solicitation post) for each member of their team attending the pre-proposal conference. Contractors are limited to only sending two (2) members of their team to attend the conference. EXTENDED: This pre-requisite is due 11:00 AM EST on 8 September 2017. Acknowledgement reply email will confirm the names submitted for access to the facilities. 2. Initial questions regarding the solicitation must be submitted, in writing. The government's intent is to address initial questions during the pre-proposal conference and will be made available to any contractors not attending the pre-proposal conference through the minutes of the conference posted in the offerors' library. Follow-on questions, questions derived from the pre-proposal conference, and questions derived from the minutes of the pre-proposal conference will be due three business days after the posting of the pre-proposal conference minutes. Questions stemming from the original posted solicitation must be submitted by the pre-requisite due date. This pre-requisite is due 2:00 PM EST on 12 September 2017. Acknowledgement reply email will confirm the number of questions submitted. Limitations: Due to the expected number of attendees and the limitation of space in some of the areas to be toured, each prospective contractor may only send two (2) attendees. Only two members from each contractor will be granted access; contractors without access will not be allowed access to the facilities and will be unable to attend the briefing or the tours. Prospective contractors should congregate in the lobby and will be escorted to the meeting room. Since the meeting will begin promptly at 9:00 AM, prospective contractors are encouraged to arrive early. The schedule call for an initial briefing by the government for an hour, followed by a tour of the 2 facilities. A lunch break will be provided between the tour of the facilities. The government intends to hold a short meeting at the end of the tours to gather questions It is highly recommended that prospective bidders attend the pre-proposal conference and associated tour. Offerors must be registered in the System for Award Management (SAM) database in order to participate in this procurement. The website for SAM is http://www.sam.gov.
