Description
Notice of Intent The Internal Revenue Service (IRS) has a requirement for a Software-as-a-Service (SaaS) cloud designed to meet FedRAMP High controls. Microsoft is the only vendor that has all of the SaaS FedRAMP High controls in place already to meet this requirement. The IRS intends to procure current and future cloud applications that align with the organization's enterprise cloud strategy. The current SaaS offerings required include Project Online, PowerBI, Office applications (Word, Excel, PowerPoint, OneNote), Exchange Online (email), SharePoint Online, OneDrive for Business (file storage and sharing), Visio, Microsoft Teams, Skype for Business, Public Switched Telephone Network (PSTN) conferencing, PSTN calling, and Cloud Private Branch Exchange (PBX). The full estimated period of performance for the requirement is one twelve month period of performance and two 12 month optional periods of performance. The SaaS must meet the following requirements: • The SaaS vendor must provide SaaS environment that complies with FedRAMP High Controls. • The SaaS vendor must provide a product suite that includes all applications currently in-use by IRS users (or comparable products). • The SaaS vendor must provide failover capability that limits failover to a government certified facility. The government intends to solicit and negotiate with Microsoft resellers in accordance with FAR 8.405-6(b) - Items peculiar to one manufacturer. This notice is not a Request for Quote (RFQ) or a Request for Proposal (RFP). Interested parties may identify their interest and submit capability statements no later than 5:00 p.m. EST, September 18, 2017. All responses shall be submitted electronically to erik.stephenson@irs.gov. All information submitted should support the offerors' capability to provide the service required, and shall be furnished at no cost or obligation to the government. The primary North American Industry Classification System (NAICS) code is 541519 with a small business size standard of 27.5 Million. The anticipated award date is estimated to be in late September 2017.
