- This agency proposes a one year period of performance. This is proposed to be a FAR part 12 effort. The proposed contract will be a Firm-Fixed Price contract. Engine diagnostics (baseline, comprehensive, and expanded) are being added to contract SPE4AX-17-D-9403, awarded to CFM International Inc. Cage 58828. Actual requirements for the additional scope will be negotiated and added to the basic contract. Individual requirements are certified as sole source to CFM and synopsized in accordance with FAR 5.201. While the market includes other potential providers for portions of the engine diagnostics services, that may include other functions including but not limited to inventory management, forecasting, distribution, storage, reliability improvements, engineering maintenance, design control, affecting these parts. Only CFM is uniquely qualified and capable of satisfying the entire USAF repair requirements in the time needed and without causing unacceptable delays in fulfilling the USAF requirement. CFM's unique status as the F108 engine OEM, its approved status as an USAF repair source, and its unique affiliation with GE Engines Services, the other USAF approved engine repair source, CFM is uniquely capable of providing the entire required F108 engine diagnostics to include the Baseline, Comprehensive, and Expanded diagnostics. The F108 enterprise strategy is an outcome based solution with the General Electric Fleet Support Center that provides expanded EHM diagnostics, trending, analysis for the USAF F108 (CFM56-2) engine fleet powering the KC-135/RC-135 aircraft. The solution shall improve Engine Health Management (EHM) reporting and facilitate prognostic forecasting to identify and resolve engine performance and operational issues before they affect mission readiness. Additionally, the outcome shall provide a comprehensive view of the F108 engine fleet health scalable to the command, base, unit, and aircraft tail number. CFM would be responsible for any staffing and reimburse Government for any incurred costs for the use of Government resources upon mutually agreed to basis. For this effort CFM is to provide the following to the USAF in regards to Engine Health Management via the COI contract SPE4AX-17-D-9403: 1. Baseline Diagnostics, which includes alert monitoring, customer notification, report generation, self-help tools, Aircraft on Ground support, customer generated reports and analysis on a mutually agreed upon basis. 2. Comprehensive and Expanded Diagnostics and Health Management: a. CFM will provide GE led joint reviews of fleet performance, trends, and issues on a mutually agreed basis. b. CFM will provide GE developed custom reports for the Air Force on a mutually agreed upon basis to include the following: 1.To show the health of the fleet by total fleet, region, command, base, unit, aircraft tail number, etc. 2.Provide the capability to set customized alert levels specifically for the USAF fleet and operations. 3.Provide segment aircraft fleets and display engine health by total fleet, region, command, base, unit, aircraft tail number, etc. 4.Prevent performance related engine removals while assets are deployed to overseas contingency operational areas. 5.Identify specific component level changes to improve or preserve engine performance preventing unnecessary engine removals. 6.Manage pro-active engine removals to prevent spikes or valleys in spare engine inventory and high consequence events. 7.Identify and plan engine to aircraft assignments while at periodic depot maintenance to ensure high demand aircraft have the best possible engines, increasing overall aircraft availability.
