- SOFWERX Quad Chart for Idea / Proposal submission UNCLASSIFIED USSOCOM Rapid Tactical Data Extraction and Transmission Collaboration Event Request for Information This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing acquisition strategies, drafting statements of work/statements of objectives, and preparing performance specifications, among other purposes. Interested parties are responsible for adequately marking proprietary information contained in their response. The Government will not award a contract on the basis of this RFI or otherwise pay for the information submitted in response to this RFI. Responses to this RFI will be used by the USSOCOM Special Operations Force Acquisition, Technology, and Logistics (SOF AT&L), Program Executive Office - Special Reconnaissance, Surveillance and Exploitation (PEO - SRSE), Program Manager - Sensitive Site Exploitation (PM-SSE) to identify vendors for potential participation in a collaboration event to be conducted at the Doolittle Institute's SOFWERX facility located in Tampa, Florida which is approximately 20 minutes from MacDill AFB. The collaboration event will focus on technologies with the potential for use in the USSOCOM Exploitation Analysis Centers (EACs) and by Tactical Operators on the objective in field environments. The PM-SSE anticipates the collaboration event will span two days with the first morning consisting of an introduction by the PM-SSE team followed by an open forum group discussion with the PM-SSE Team. The remainder of day one and all of day two are dedicated to one-on-one discussions with vendors, manufacturers, academia, government research laboratories and/or individuals in attendance who have an idea or product that meets the guidelines listed below, which are designed to be standalone, but may be grouped into one or more offerings. A Quad Chart can be found as Attachment 1 for use in submitting ideas and proposals. One Quad Chart per idea or offering. 1. The USSOCOM EAC is interested in technologies for quickly extracting information of intelligence value from laptops and external hard drives. The planning requirement includes an extraction capability for use on laptops and computers capable of storing two or more terabytes of information. Additionally the device must be able to conduct "gisting" of files discovered in foreign languages. The form factor can be either handheld or bench-top. 2. The USSOCOM EAC is interested in technologies that minimize the transmission format for extracted data for use in areas with limited bandwidth capability. 3. The USSOCOM EAC and Tactical Operator are interested in technologies for cellular data extraction for use on standard and non-standard chipsets and must include the capability to extract information from Media Tek, M-Star, Spreadtrum, Infineon, and Cool Sands chipsets. The form factor should e a hand held portable device for use in an EAC and by an operator on the objective. 4. The USSOCOM EAC and Tactical Operator are interested in new technologies focused on a "smart plug in cable" that when connected to a cell phone has the ability to recognize the internal pin configuration of a cellular phone regardless of the common external pin connection. 5. The USSOCOM EAC and Tactical Operator are interested in technologies for extracting data from small Unmanned Aerial Systems (UAS). The data extraction capability must include a means for extracting navigation data, programmed tasks, imagery, and user defined inputs to the operating system. The Collaboration Event will consist of two days of discussions: 11 October / Day One: SOFWERX Introduction and Welcome Remarks followed by a morning session and afternoon session set aside for one-on-one discussions with vendors, manufacturers, academia, and government research laboratories. 12 October / Day Two: Dedicated to one-on-one sessions with vendors, manufacturers, academia, and government research laboratories. At the end of these sessions the PM-SSE may decide to pursue follow-on discussions including Use-Case Scenarios and Operational Test and Evaluation criteria depending upon the outcome of the one-on-one sessions. The sponsors of the collaboration event will be the PM-SSE and SOFWERX. In addition to this posting, additional information can be found on the SOFWERX Webpage.
