Description(s): The purpose of this request is to conduct Market Research and provide a Sources Sought (SS) Notice for information on capability and availability of potential contractors interested in proposing on a contract to provide Avionics/Engine Instrument Panel Upgrade for plane N143Z (deHavilland DHC 6-300 Twin Otter, S/N 437) with a possible Optional Item for Avionic/Engine Instrument Panel Upgrade for plane N141Z (deHavilland DHC 6-300 Twin Otter, S/N 803). This is a SOURCES SOUGHT NOTICE and is NOT a solicitation announcement. The purpose of this SS Notice is for information and planning purposes only and should not be construed as a solicitation or as an obligation on the part of the Federal Government, USDA Forest Service, Utah Acquisition Support Center (UASC). No award or contract will be made on the basis of any SS Notice responses. Any information submitted by respondents is strictly voluntary and payments will not be made for the preparation of any information submitted to the Government in response to this SS Notice. The USDA Forest Service, Utah Acquisition Support Center (UASC) does not intend to notify respondents of their evaluation and will not share any submitted information. Please ensure any sensitive, protected, or proprietary information submitted are marked accordingly. The UASC reserves the right to terminate this request and change its requirements if needed. All submitted material becomes the property of the Forest Service and will not be returned. Responding to this notice does not guarantee participation in any future activities. Background: The USDA Forest Service - Utah Acquisition Support Center (UASC) is conducting market research regarding the availability of potential sources to complete the Avionics/Engine Instrument Panel Upgrade on plane N143Z (deHavilland DHC 6-300 Twin Otter, S/N 437) with a possible Optional Item for Avionic/Engine Instrument Panel Upgrade on plane N141Z (deHavilland DHC 6-300 Twin Otter, S/N 803). Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 488190 (Other Support Activities for Air Transportation) and a Small Business Size Determination of $32.5 Million average annual receipts over three years. Information on sources other than small business will also be accepted and used in the determination process for possible set-asides for this acquisition need. Sources Sought: The services identified for this SS notice are those required to complete the installation and certification of an avionics/engine instrument panel upgrade package which includes but is not limited to, completion of all system certifications, materials, installation, wiring diagrams, paperwork and test flights on plane N143Z and possible option item on plane N141Z, both Twin Otters. Work would be completed to ensure that future FAA Compliance, laws, rules and regulations are met. Current Supplemental Type Certificate (STC) for this type of work on these planes is required. The Forest Service has identified the following for the Upgrade: -Remove the Garmin GNS 530W, GNS 430W, GMX 200 MFD, GTX330 transponder, ADF, Radar, Radar Altimeter, Vertical Gyros, Directional gyros, Copilot instrumentation and TCAS I, Sandel ST 3400 Terrain box along with all of the engine instrumentation, Hydraulic gauges, Brake Pressure indicators, Fire Handles, old style fuel probes, both inverters and entire Autopilot. -Replace with new state of the art Garmin G950 full panel upgrade including the latest G950 improvement, Garmin High Resolution NXi Screens. This upgrade will include equipment options that will meet future FAA mandates. The upgrade will also include a new TAWS A, a new VP weather Radar, a Radar Altimeter, a TCAS II with ADS-b "in" technology complete with compatible dual Mode S Transponders with ADS-b "out" technology, dual GRS 7800 AHRS. The existing GDL 69A satellite receiver and a new KN63 DME (to replace the current KDM 705). A new Artex TSO c126 Model 1000 ELT will be installed and interfaced to the #2 GPS. Two GMA 1347D audio panels will be interfaced using a lighted external push button switch for selecting between two FM transceivers at the Comm 3 transceiver rec and TX positions. The latest lighted dual port Blue Power PDF chargers will replace the co-pilot single port charger. The aft single port charger will be upgraded as well to the latest Blue power dual port lighted charger. The aft audio panel will be a compatible Jupiter single unit for the RH and LH observers working the jump door. A new STEC 65 Flight Director Autopilot is to be installed and fully interfaced according to the STC with the controller installed on the Control Yoke with the Garmin G950 Controller. -The annunciator panel will be removed and replaced with a new STC'd LED unit as part of the total package. -the Fire Extinguisher system will also be updated with a new push button STC'd system along with a new STC'd fuel control panel. -A new Standby Attitude Module (SAM) from Mid Continent Instruments and Avionics will be used as Stand By instrumentation installed vertically to the right side of the pilot's screen. -A complete set of electrical/electronic prints will be provided. -A complete equipment list along with all required FAA Form 337's and Log entries. -The aircraft will be weighed and a fresh weight and balance will be provided. -All removed equipment will be subject to trade in and a fair amount to be deducted from the total bill showing a trade-in credit. -Variations to this plan will be appreciated and considered. The services required will include the following technical requirements: (a) Contractor has the ability to complete all maintenance which shall be performed in accordance with the applicable Federal Aviation Regulations. (b) The Contractor must be capable and certified to provide the following: a. All Flight Deck Audio and Cabin Audio. i. Garmin GMA 1347D will be used as part of the G950 system which will guarantee the majority of the Forest Service requirements. All labeling will remain without change on the audio panels. ii. 3/Mic and Com 3 positions (pilot and co-pilot) will be used in conjunction with an led lighted push button switch for FM 1 and FM2 usage. Operation will be so that when the pilot or co-pilot selects Com 3/mic, they then must select the adjacent push button switch to FM1 or FM2 to allow usage of either of those transceivers at their audio position. The audio switch will work the same allowing the pilot to monitor the FM audio by pushing in the Com3 audio switch and then selecting the lighted FM switch to their liking. iii. The pilot and copilot audio panel locations in the aircraft will continue to have both the Bose 20 and the Standard mic and phone plugs available to the pilots. The aft audio positions will continue to use the 10 pin drop cord connectors for their helmets. iv. Transmitter interlock feature will not be utilized with communication transceivers. v. When the oxygen masks are being used the speakers must be used to receive the audio portion of communications. vi. Blue Power Dual port lighted Personal Electronic Device charging ports will be installed at the pilot and copilot locations. The preferred locations are in the pedestal, not in the panel. The Aft charging port shall remain unchanged. vii. A new Bendix King KN 63DME shall be installed and interfaced into the G950. viii. The hour meter to be relocated to the center pedestal. (c) All circuit breakers installed shall be new, MIL-Spec, trip-free, and push-pull style. Circuit breaker panel layouts shall be approved by the government prior to installation. Circuit breaker overlay panels will be professionally re-marked with proper breaker function. (d) All panel units shall be internally lit. All switches and instruments shall have appropriate lighting for use at night. (e) Navigation antennas (towel bar style) shall be inspected and the condition reported to the Forest Service for determination on retaining or replacement. For all other antenna installations gaskets will not be used. The antenna will be bonded directly to the skin after all of the paint has been removed and cleaned and sealed (Alumiprep and Alodine). PRC shall be used to seal to the perimeter of the antenna to the skin. Old mounting locations for removed antennas not being reused shall be patched, sealed and painted to match the aircraft. (f) Detailed wiring diagrams and system block diagrams shall be provided for the interface of all equipment installed under this contract. Diagrams shall include wire numbers for ease of identification and troubleshooting. These diagrams shall match the final aircraft configuration. A custom set of diagrams encompassing the entire installation is required. Generic manufacturers drawings are not acceptable. All drawings and configurations shall be aircraft specific. (g) All wiring shall be marked per AC43.13-1B Par 11-208 with the markings corresponding to the wiring diagrams. Laser wire marking is required. All wiring shall be new and meet manufacturer specifications. Shielded wire with solder sleeves shall be used for all audio wiring and wherever specified by the system manufacturer. Audio low connections shall use a dedicated conductor and not the wire shield. Audio wires shall have shields grounded at load end only. All shield terminations, splices and terminal blocks shall use MIL-spec environmentally sealed terminations. All coax cables shall be RG-142 or RG-400 unless specific cables are required by the system manufacturer. Coax cables shall be marked at each connector identifying the system and, when applicable, the specific Contractor must be able to comply with all certification, licensing, and insurance requirements Instructions to Responders to this Source Selection: Vendors responding to this SS Notice shall provide the following information, which shall not exceed 8 (eight) pages and must be submitted as a.pdf or Microsoft Word (.docx) format. 1. Offeror's Name, Address, Points of Contacts with Phone Numbers and E-Mail Addresses 2. Company DUNS# and Business Size/Classification, to include any designations such as Small Business, HUBZone, Service Disabled Veteran Owned, 8(a) or Woman Owned Small Business which shall be indicated on the first page of the submission. 3. Verification that company is currently registered in the System for Award Management database, in active status and is not in delinquent federal debt status. All of which is to be indicated on the first page of the submission. 4. Description of capability to perform the proposed synopsis work, prepare and comply with FAA regulations, and capability to execute this project with other ongoing contracts. 5. Is the company mobile and able to provide work within the Ogden Utah area? Or would the plane have to be delivered to the company's location? If so, where are the location(s) geographically located? 6. Is your company the holder of a valid FAA Part 145 Repair Station Certificate (or equivalent-please provide certificate information) with the appropriate ratings for the work to be performed? 7. Is your company authorized by the avionics manufacturer for the work to be performed? 8. Is your company authorized by the FAA to provide the required STC's? 9. A brief summary of your companies experience in performing the type of work listed in this SS document. 10. What would be your company's schedule (timeframe) for completing this work? 11.
