Description
Environmental assessment of soil. RFQ/SOW/Wage Determination On 1 April 2013, an environmental assessment was conducted on an area north of building 5595, JBSA-Lackland (Atch 1). The result of the assessment and subsequent testing resulted in the identification of cementitious asbestos containing material (transite shingles), specifically, 18% Chrysotile Asbestos. This material is identified as regulated asbestos-containing material (RACM), Category II and should be transported and disposed of as "Special Waste" (Class 1, nonhazardous industrial waste). The JBSA POC for this effort is the 502 ABW CES/CEIE, Toxic Team Lead, hereinafter "502 ABW CES/CEIE." The Contractor will provide container rental, pick-up/collection and disposal. The contractor will deliver 5, 20 cubic yard containers to the work site no more than 48 hours after award notification by the Contracting Officer. All items provided by the contractor for containment and removal of material will be IAW 25 TAC 295.60(j)(1). Containers will be provided with the required plastic sheeting. This process will continue, maintaining 5 containers onsite at all time until all contamination has been removed. Weather permitting, the anticipated period of completion is not to exceed 30 days. RACM, as defined in 40 Code of Federal Regulations Part 61 may be acceptedat a Type I or Type IAE landfill in accordance with Title 30, Chapter 330.171. IAW TCEQRG-029, prior written authorizations before disposal is not required for the subject specialwaste. The contractor will transport all material in tightly closed and unruptured containers orbags or wrapped with at least six-mil polyethylene, to Covel Gardens Landfill, 8611 CovelRoad, San Antonio, TX 78252. Coordination will be made by the contractor for drop-off bycalling (800) 800-5804 or (210) 623-8780. See SOW within RFQ for additional details.
