- September 6, 2017 Subject: Request for Information (RFI) MAPR61017---8, Afloat Messing and Berthing Accommodations The U.S. Maritime Administration (MARAD) is issuing this RFI to identify companies capable of providing Afloat Messing and Berthing Accommodations which include either self-propelled vessels or barges. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, MARAD is not seeking proposals at this time, and will not accept unsolicited proposals. Proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future opportunities. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI. MARAD will not pay for any information or administrative cost incurred in response to this RFI. Responsive information shall be emailed by 1600 hours Eastern Time on September 14, 2017 directly to the attention of Melinda Simmons-Healy, Chief of Contracting Offices, Melinda.Simmons-Healy@dot.gov. BACKGROUND This RFI is to gather information regarding marine assets that could be mobilized to assist in the recovery effort following damages inflicted by tropical storms. It is not anticipated that any one respondent will have berthing accommodations to provide a solution for all requirements that may arise. However, it is important that MARAD be aware of all assets that can be made available in a timely manner to support of recovery efforts. GENERAL INFORMATION In response to the flooding and other extensive damage caused by Hurricane Harvey on the Texas Gulf Coast and other tropical storms, this Request for Information regarding a potential need for a commercial vessel or vessels at various locations to provide, as soon as possible after fitting out, the following services: "Berthing and Hotel Services (food, water, restroom facilities, laundry, power, climate control, waste disposal, etc.) for 500 persons for a period of 30-days with the potential for additional 30-day increments to follow." Vessels of less than 500 passenger capacity may be considered, but only vessels with a passenger capacity of approximately one hundred twenty passengers (120) or more will be considered technically qualified. REQUIREMENT AND PRICING GUIDELINES This requirement is for a commercial vessel or vessels (including barges) suitably classed, fitted, crewed and supervised for the messing and berthing of 500 passengers. Single berth options for passengers is preferred, but dormitory or bunk style berthing will also be considered. Full linen service is needed commensurate with the number of passengers which will likely be double the number of berths if single berthing is not utilized. Shower and laundry services for passengers are required. Messing suitable to the capacity of the vessel or vessels with provision for multiple meal sittings as needed. Messing includes three hot meals per day and a midnight ration for 24-hour workers. • U.S.-flag preferred and will be given priority. Foreign-flag vessels permissible with U.S. crew if no U.S.-flag vessel can meet the urgent technical requirement. Foreign-flag vessels with foreign crew may be permitted in the absence of suitable U.S. options. Vessels that are not coastwise qualified cannot be used in transportation of passengers or cargo domestically. • Shore power and potable water may be available but is not guaranteed. Vessel must be able to provide its own electrical power, typically through additional fuel purchase. Contractor to arrange for fuel and potable water deliveries in quantities required. • Vessel must provide positive access control to ensure personnel accountability arrival/departure for emergencies, as well as accounting for berthing/messing provided and reporting. • Satellite internet with unlimited local calls with a notional capacity of approximately 1500 KBS upload and 500 KBS download speed without buffering. • Wi-Fi accessible internet service. • Cable TV in crew recreation areas, messing areas. • Accommodation ladders must be provided by the vessel - fit for use by people of unfamiliar with vessels •· Baggage handling assistance to people being provided berthing •· Sufficient project management to oversee the berthing, messing and operating requirements, including security requirements HOW TO RESPOND MARAD would like to know which firms can provide all the services for this contemplated requirement by identifying themselves and responding to this RFI. MARAD requests the following information: •1) Company name and business size. •2) Status of registration in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1 •3) Provide evidence to show that your company can provide the requested services (i.e. technical ability, personnel, and experience). Do not exceed 50 pages, including attachments and diagrams. All submissions shall be unclassified. •4) Address whether your company has a GSA Schedule and if they are capable of providing these services on schedule. If able to provide the services on schedule, provide the schedule and SIN. •5) Vessel particulars, detailed characteristics, general arrangement, berthing area details, messing details, berthing capacities, etc. •6) Requirements for vessel berth: •a. Required minimum water depth at berth and in navigation channel to berth •b. Required minimum Pier length •c. Required air clearance •7) Vessel ownership, vessel operator, vessel management particulars •8) Vessel crewing details •9) Notional Concept of Operations for providing Emergency Berthing & Messing to emergency responders and/or •10) Notional concept to ensure safety, access control, security of personnel being provided emergency berthing and messing. •11) Estimated number of days, after any contract award, for: •a. Vessel Mobilization - to be ready to sail from vessel's current location •b. Vessel Positioning - to any of the notional location options below: •12) Estimated notional pricing estimates based on following notional scenarios: •· Service at government designated service location for a Base Period of 30-days (after arrival at service location); 30-day Option Period (s); and a per diem vessel service rate for any Additional Days as needed after either the original Base Period or any awarded Option Period. •o Corpus Christi, TX •o Houston, TX •o Beaumont/Port Arthur, TX •o Miami, FL •o San Juan, PR •o St. Croix, USVI •· Mobilization, including vessel positioning as soon possible after contract award to any of the following notional location options, and demobilization costs. •o Corpus Christi, TX •o Houston, TX •o Beaumont/Port Arthur, TX •o Miami, FL •o San Juan, PR •o St. Croix, USVI •· Estimated notional vessel arrival/departure costs for each port arrival/departure - including tugs, pilotage, line handlers, vessel agents, etc. •· Estimated notional vessel berthing fees •· Estimated notional estimates for: •o Solid waste removal (see notes below) •o Sewage disposal and waste water disposal (see notes below) •o Potable water (see below) •13) Any other assumptions, comments, concerns, and/or questions relating to the contemplated services.
