Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement. The objective of this contract is provide services of a facility operations technician to perform general labor to assist Auke Bay Laboratories personnel at the Auke Auke Bay Laboratory facilities in Juneau Alaska and Little Port Walter on South Baranoff Island. Position will involve operation of government vehicles, forklifts, and other equipment. The contractor will be functioning as a facilities operations technician responsible for accomplishing facility operation and maintenance (O&M) preventive/planned maintenance and unplanned service call requirements. Performs facility O&M functions to include periodic preventive maintenance, and maintenance, repair, and/or replacement in preferred area of expertise. This may include one or more of the following: structural, mechanical, electrical, Heating Ventilation Air Conditioning (HVAC), boilers, and/or plumbing/sanitary systems associated with buildings, landscape/hardscape, fencing, roads, lighting, and other related equipment. Typically, works with others as part of a team or independently, and assists in responding to planned periodic maintenance and unplanned maintenance repair service requests as assigned. May be required to perform work with varying degree of complexity, crossover technical trade requirements, and general maintenance requirements for all work assigned. Candidate shall be knowledgeable of one or more technical trades and possess basic skills to carryout assigned work requirements. Must be generally familiar with technical requirements, have basic knowledge of building codes, regulatory requirements and/or directives. Also familiar with all safety, environmental, and recycling program requirements in preferred area of expertise and as it relates to the facilities and science staff at the Auke Bay Laboratory Facilities. Duties to include but are not limited to: •Independently plan, schedule, and perform projects in multiple trade areas as assigned •Repairs maintenance and operation of weir fresh water piping systems and associated components, building support systems, wet lab aquaria systems, laboratory equipment and support systems, freezers, plumbing, electrical, hydraulic, carpentry, and HVAC systems. •Repairs to docks, floats, piers, dock handling equipment, seawater and fresh water influent and effluent piping, hatchery equipment, and hatchery weir collection systems. •Operation and maintenance of heavy equipment used for site preparation and site improvements and snow removal. Equipment includes: Wheel loaders, skid-steer loaders, forklifts, cranes, and conventional trucks and snow removal equipment. •Trails, grounds, lawn and landscape maintenance and repair. Place and Period of Performance Primary Place of Work: Juneau, Alaska. The successful contractor will be working outdoors in winter weather conditions in winter months and should prepare and dress appropriately. Period of Performance: The period of performance for this order will be from the Date of Award through September 30, 2019. MINIMUM QUALIFICATIONS The successful candidate must possess the following minimum qualifications: •The successful contractor will be able to document previous experience performing general labor related to the specific tasks listed above. •The successful contractor will be required to maintain their own cell phone service at their expense. •The successful contractor will have a valid State of Alaska driver's license prior to commencing work under this contract. •Able to provide 3 references if requested. See attached Statement of Work for more information. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in August 2017.
