Description
J6 CIO Strategic Plan DTRA Cloud Strategy Update - Follow up from Industry Day: Consistent with the information presented during the 20 July Industry Day, DTRA is continuing to evaluate its requirements as well as a variety of acquisition approaches to satisfy the need for agency-wide IT services as defined in the July 17, 2017 Draft Statement of Objectives (SOO) titled, "DTRA Agency-Wide Information Technology Support Services Base Contract". The purpose of this notice is to seek Industry feedback on the following change being considered. The scope of the agency wide requirement would be split into two segments: 1-SOO paragraphs 4.1 (and all subparagraphs) would define the scope of one effort 2-SOO paragraphs 4.2 (and all subparagraphs) would define the scope of a second, potentially separate effort. The specific contract structure and contract vehicle types have yet to be determined. For the purposes of this scenario the scope defined in paragraph 4.3 would be excluded from this acquisition. Requested Information : One objective of market research is for the government to assess the extent to which small businesses have the interest, technical capability, and capacity to support the requirement as a prime contractor. As such, the government is seeking feedback specifically from small businesses at this time. Please provide your responses to the following questions. Please limit your responses to no more than 3 pages. 1. Are you currently a small business based on the NAICS code 541513? If so, do you anticipate any change to this status through calendar year 2018? 2. If the government decides to set-aside the portion of the work defined in draft SOO paragraph 4.1 (DTRA IT Transition, Integration, Operations and Cybersecurity) would your company be interested in pursuing as a prime contractor? If yes (or potentially yes), please respond to these follow-on questions. •a. What is your current business size as defined by number of fulltime employees? b. Do you have experience as a prime or sub contractor supporting work of relevant scope, size and complexity? If so, please briefly identify the contract(s) (to include contract number). c. Ramping up and down to support a requirement of this size or changing requirements can represent risks for any size company. The risks for smaller companies may be even greater. How would you mitigate the ramp up/down and transition risks of initial execution of an effort of this scope, scale and complexity? d. The government requires flexibility in contract types and anticipates a need to use all contract types including cost reimbursement contracts? Have you supported government cost reimbursement contracts in the past, and do you have a DCAA approved cost accounting system? i. If yes, when was your system last recertified by DCAA ii. If yes, do you recall how long it took from time of the award of the sponsoring contract until the time your system was approved? (trying to anticipate this process in execution schedules) iii. If not: a- Are you in the process and how far along? b-What steps have you taken to position yourself to secure a DCAA approved cost accounting system? e. Do you have experience supporting DoD IT requirements with security requirements up to TS? Do you have an approved TS facility clearance? To support the acquisition planning timeline your response should be received NLT COB on Tuesday, 12 Sep 2017.
