- Interested Offerors: Questions & Answers (Q&A) resulting from Solicitation number 28156 QUESTION 1: We believe it is in the best interest of the FAA to allow a site visit in order for all potential bidders to establish an accurate and realistic quote for this work. Will FAA allow a site visit, and how can we go about scheduling a visit? ANSWER 1: Yes. A visit to the facility can be arranged by contacting Paul Solem at 301-432-3165 or Wayne Heibeck at 301-431-3194. QUESTION 2: Do the companies and associated price quotes listed in the SOWs on the 8/30/17 notification serve purely as examples, independent government price estimates, or actual price quotes submitted from past contractors? If they serve another purpose, please clarify. ANSWER 2: The information and attachments provided under Announcement Number 28151 published on August 30, 2017 has been amended. Therefore, the FAA does not consider this question relevant to the Market Survey. QUESTION 3: The Annex/Tower painting and Blacktop SOWs on both the 8/30 and 8/31 announcement reference an "attached diagram" or "chart." Please provide these diagrams, as they do not appear in the announcement1. Is this a new requirement? Can you share the name of the incumbent if there is one? ANSWER 3: The diagram is included as an attachment to this Solicitation. QUESTION 4: Is this a new requirement? Can you share the name of the incumbent if there is one? ANSWER 4: Yes. There is no incumbent. QUESTION 5: What is the evaluation criteria? More specifically, the announcement on 8/30 requests the respondents include the percentage of work that each possible socio-economic category will be performing. Can you share if companies with a certain socio-economic classification will be evaluated more favorably, and if so, which socio-economic categories are most favorable? ANSWER 5: Companies with a certain socio-economic classification may be considered more favorably in accordance with the FAA ™s Acquisition Management System policies. QUESTION 6: On the 8/30 announcement: The solicitation requires the respondent to provide "a brief statement acknowledging the respondent ™s ability to complete the work for either or all effort on or before October 31, 2017," but the period of performance states "The period of performance for this effort is September 29, 2017 through September 28, 2018." Please clarify the period of performance, and if the Contractor's ability to complete the work by October 31, 2017 will be viewed favorably by FAA. ANSWER 6: The ability to complete work by October 31, 2017 will be considered. The period of performance extends beyond October 31, 2017 because the ability to perform the work is dependent upon weather, which is beyond the control of the contractor. Note: The due date for proposal submittal on September 11, 2017 remains unchanged. There will be no extensions to the due date as a result of this Q&A.
