- SUBJECT: Notice of Intent to Sole Source Remote Piloted Aircraft Support Services Description and Contractor: THIS IS A NOTICE OF INTENT TO SOLE SOURCE. This notice, in accordance with Federal Acquisition Regulation (FAR) 5.203, is posted by the General Services Administration (GSA), Federal Acquisition Service (FAS) in support of the Department of Defense to announce the intention to issue a proposed contract action to solicit and negotiate with only one source under the authority of FAR 6.302. The requirement entails the testing, training, and development of tactics, techniques, and procedures for various system activities onboard the Unmanned Aircraft Systems (UAS) aircraft, MQ-9 in support of the requiring activity. The U.S. Government does not have any U.S. Government owned MQ-9's available to support this requirement at this time. General Atomics Aeronautical Systems, Inc. (GA) is the designer, developer and manufacturer of the MQ-9 RPA. GA invested its own private independent research and development dollars to develop the MQ-9 RPA and therefore own the proprietary rights and Technical Data Package (TDP). GA provides support for all equipment, services, and personnel needed to provide MQ-9 RPA aircraft flights in support of various Government EW calibration, testing, and training activities. In addition, GA provides the ground control station, ground datalink terminal and associated communications equipment, aircraft, as well as the required maintenance, pilot, and other operations personnel needed to support this requirement. Furthermore, the MQ-9 RPA is only supported by U.S. Government or General Atomics personnel. Period of Performance: The anticipated period of performance of this requirement is from the date of award through 5 years thereafter, including a base one-year period and four one-year options.
