- COMBINED SYNOPSIS/SOLICIATION VA246-17-Q-1849 AED DEFIBRILLATOR This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes on RFQ VA246-17-Q-1849 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. Any amendments issued to this combined/synopsis will ONLY be available on the FBO website (www.fbo.gov). The Network Contracting Office 6-SAO East intends to award a firm-fixed price contract for ZOLL AED for the VAMC FAYETTEVILLE NC 28301-3856. The North American Industrial Classification System (NAICS) code for this procurement is 334510 with a small business size standard of 1250 employees. This procurement is a set-aside for SDVOSB and all eligible offerors may submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. All SDVOSB s must be listed and registered in Vetbiz.gov to be considered for award. Questions concerning this solicitation shall be addressed to Audrey Wooten Contract Specialist, and emailed to Audrey.Wooten@va.gov. All questions or inquires must be submitted no later than 4:00 pm Eastern Standard time on 8/30/2017. No phone call will be accepted. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). ESTIMATED AMOUNT: 2.BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: BRAND NAME ONLY: The Fayetteville VAMC Patient Care Service Department is requesting Zoll AED device for direct patient care. The Zoll AED s are currently being used at the Fayetteville VAMC facilities. a) AED Wall Cabinet Height 17 1/2 in Width 17-1/2 in Depth 8 1/2 in b) Door Type Manual Door Opening Height 14 in Door Opening Width 14 in c) Color White Powder Coat Epoxy Over 20-Gauge Steel Construction Includes Alarm 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: The request for the AED (automated external defibrillators) is needed for direct patient care which analyzes and looks for shockable heart rhythms, advises the rescuer of the need for defibrillation and delivers, a shock if needed. Currently the Zoll AEDs are being used at the Fayetteville VAMC facilities. The inclusion of an off brand now would require the training of staff across multiple service lines and discipline which would cost both time and additional financial resources which is not anticipated to be recouped. Failure to standardize could lead to an increase of probability of human error involving patients who are in a serious situation. 4. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Brand Name only (AED s) is being requested for this procurement for standardization. Items have been recently purchased for the Fayetteville VAMC and currently being use is the VAMC facilities. Market research conducted shows there are more than two SDVOSB Vendors capable of providing the requirement open market via FSS schedule for Brand name only items. A competitive procurement is planned for this requirement. This requirement will be posted on FedBizOpps for Brand Name Only as a SDVOSB set-aside.
