Description
This announcement constitutes a Sources Sought Synopsis (SSS)/Request For Information (RFI) as part of market research in support of a future requirement to contract for highly specialized encrypted terrestrial and satellite communications testing, logistics support, training conduct and testing and certification expertise for the Presidential and National Voice Conferencing (PNVC) Integrator program. PNVC is a follow-on communications capability with its roots in the Milstar Survivable Emergency Conferencing Network (SECN). PNVC can be considered a System-of-Systems which uses the following hardware: selected Defense Red Switch Network (DRSN) Switches, Audio Conferencing Equipment (ACE), Multi-stream Summing Device III (MSD-III), Baseband Interface Group (BIG), Family of Advanced Beyond Line-of-Sight Terminals (FAB-T), Very Important Person / Special Airlift Mission Protected SATCOM Communications Terminal (VPS), Secure Mobile Anti-jam Reliable Tactical Terminals (SMART-T) with Baseband Kit (BBK), and the Advanced Extremely High Frequency (AEHF) satellite constellation. In order to be considered responsive to this requirement, qualified contractors must have a Secret facility clearance, an expert level knowledge of worldwide, secure, survivable voice conferencing capability to include SECN equipment, SECN's operations and external connections, the AEHF system (users, terminals and satellites), PNVC components as noted above, and encrypted communications systems. The PNVC Integrator program is seeking any interested and qualified contractors that can describe their ability in executing the following tasks: • Utilizing in-house assets to test the FAB-T, SMART-T, VPS, with provided PNVC airborne and ground components to perform laboratory voice quality testing, satellite simulator scintillation testing and Over-the-Air system testing demonstrating system compliance with the PNVC System Specification • Provide field support of the PNVC components installing the correct software versions, executing a site verification test and certifying site readiness for Government Developmental and Operational Tests • Complete development of a PNVC system level overarching Air Force compliant Technical Order utilizing in-house assets and PNVC component manuals and user guides • Complete development of an Air Force compliant PNVC system level training plan and materials • Establish an AF Integrated Maintenance Data System (IMDS) compatible Logistics Reporting System (LRS) to record, track, and status all PNVC Enterprise program and sustainment metrics • Support PNVC system testing and certification activities (Development testing through Operational Test and Evaluation) by documenting systems performance metrics, gathering and analyzing trouble reports, identifying system-level discrepancies and identifying potential solutions • Support initial sustainment of PNVC Enterprise • Support transition of all activities to the designated training and sustainment organization(s) Interested parties are requested to respond to this Request for Information (RFI) with a White Paper. The White Paper shall provide administrative information, including contact information, overnight delivery address (if different from mailing address), phone number, fax number, and email of designated point of contract. Please provide the Company Commercial and Government Entity (CAGE) code for security level verification. Individuals with clearances through Top Secret/Sensitive Compartmented Information will be required. The White Paper shall be in Microsoft Word compatible format and is due no later than Wednesday, 13 September 2017, 17:00 PM EST. Responses shall be limited to 30 pages. The White Paper shall demonstrate your company's knowledge of and experience with SECN and PNVC, including contract numbers and efforts in which your company has performed on similar past efforts. Your company's experience, current capability, timelines and projected costs to establish any additional required capability and any information that you would require to execute each of the tasks outlined above. Also identify what your company sees as the programs biggest risks and how your company would mitigate them. This synopsis is for planning purposes only, and does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. AFLCMC/HNSK will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without written permission from the respondent. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HNSK. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements and/or recommendations to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman will be included in this acquisition's solicitation and contract.
