- Solicitation: D17PS00416 Type III Exclusive Use Helicopter Services Designated Bases of Operation: Vale, OR ¿ Elko, NV ¿ St. George, UT The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Bureau of Land Management (BLM), has a requirement for three fully contractor operated and maintained helicopter services to support fire suppression activities. The helicopters (including crew and other required equipment) will be based at Vale, Oregon, Elko, NV and St. George, UT for a total of three helicopters. Additionally, the helicopters may be used nationally as determined by dispatch entities to support missions including, but not limited to; fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, law enforcement limited to nonthreatening surveillance and reconnaissance, and other administrative and related resource activities. These aircraft may also be dispatched to Alaska. The Government will direct aircraft to support its missions and objectives. This requirement is for three small (light) helicopters meeting the following requirements; Crew Compliment Required at Each Base: Pilot-in-Command (PIC), Mechanic, Fuel Servicing Vehicle Driver(s), Relief PIC, Relief Mechanic, Relief Fuel Servicing Vehicle Driver(s) (Per Solicitation Section B) Minimum Aircraft Requirements: Seating:Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload:Non-jettisonable payload (HOGE)* of 900 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25-pound survival kit and fuel for 1.9 hours. Powerplant:Turbine engine Performance:Rotorcraft certified in accordance with 14 CFR 27.143 paragraph (c). Airspeed:120 knots VNE at 25 degrees C at 7,000 feet Aircraft Equipment Requirements: Per Solicitation Section B. The contracts annual exclusive use period is 90 days and typically June through September each year, unless the start date is changed by issuance of the annual Notice to Proceed in accordance with the terms and conditions of the contract. Below is a table of the Exclusive Use periods for each base: BaseExclusive Use Period Elko, NVJune 1 to August 29 Vale, ORJune 14 to September 11 St. George, UTJune 5 to September 3 This solicitation contains a schedule for each of the three required aircraft by base of operations (Designated Base). Offerors may propose on one, two or all three items. Offerors must complete and submit pricing schedules (A2.1 and/or A2.2 and/or A2.3), for the item(s) they wish to be considered for. The Government may award a single contract or multiple contracts based on the outcome of the evaluation process. The Government reserves the right to award any combination of items and/or a number of items. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is September 8, 2017 with a projected closing date of October 24, 2017. It is a requirement that the successful awardee(s) be registered in the System for Award Management (SAM). This solicitation is set-aside 100 percent for participation by small business concerns under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees or less.
