Description
OKLAHOMA NATIONAL GUARD Mandible Guard Solicitation 1. Requirement. a. The Oklahoma National Guard has a requirement to procure mandible guards. This requirement is subject to availability of funding per FAR 52.232-18. Details on the requirement are to follow. b. Request for Proposal (RFP) for brand name or equivalent items pursuant to FAR Part 11.104 and vendors are encouraged to quote items that meet or exceed the specifications of the items listed. Interested offerors are required to submit a price quotation, technical specifications, and color samples on items proposed that conform to the technical specifications provided. Offeror is to include all freight and installation costs if applicable and to specify the delivery schedule on proposal to include lead times. c. Evaluation - This RFP is subject to availability of funds per FAR 52.232-18. Award will be made on an all or none basis using name brand or equal evaluation criteria for all items conforming to the minimum requirements and specifications of items listed. The Government reserves the right to award through offerors GSA schedule or open market. Offers that exceed funds availability or do not meet minimum item requirements and specifications of the items listed will not be considered for award. The offer must be registered in System for Award Management (SAM) to be eligible for award. d. Set Aside - Any award resulting from this solicitation will be made using a cascading set-aside order of precedence as follows: This solicitation is being solicited under NAICS 339999. The offeror must be registered in SAM at time of award to be eligible. •1.1 If there is inadequate response for award to a small business concern, the set-aside will be withdrawn and award will be made on the basis of full and open competition considering all offers submitted by responsible business concerns. •1.2 Vendors are encouraged to quote the name brand cited herein or a technical equivalent pursuant to FAR 52.215. if quoting equivalent product, vendor must submit product information and specifications, wich must include adequate detail to evaluate the technical sufficiency of the product offered. Information and specifications for proposed equivalent must include pictures. Government reserves the right to award through open market. Quotes must include shipping costs to destination, Oklahoma City OK 73111 and delivery lead times in the form of projected number of days after award. g. The prime contractor must complete at least 51% of the work performed to be eligible for award. 2. Installation Requirements: None 3. Mandible Guard Requirements: a. Basic Requirements. Must be compatable with the ECH Helmet System. b. Close of questions will be 11 AM ET on 1 SEP 2017. The Government anticipates making award without discussions if funding becomes available. Therefore, offers should submit their best and final offer to include alternate proposals. The Government reserves the right to make an award solely on initial proposals received when funding becomes available. Offers bear the burden of ensuring that proposals (and any authorized amendments and samples) reach the designated office on time and should allow a reasonable time for facsimile and e-mail transmissions to be completed. All pages of the proposal must reach the office before the deadline specified in this solicitation. The vendor bears the risk of non-receipt of electronically transmitted proposals and should confirm receipt.
