- This is a Sources Sought Notice and Invitation to Site Visit only. This is not a request for proposal, but a survey to locate potential sources and notify them of the pre-solicitation site visit. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. A. Objective: To find sources that are qualified to meet the services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. The Government will review all responses received and vet those confirming their attendance at the site visit at the Adelphi Laboratory Center (ALC) in Adelphi, MD. B. Requirement: The Contractor shall remove one (1) 750KVA transformer and one (1) 300KVA transformer located outside of building 403. To replace the removed transformers, the Contractor shall furnish and install one (1) 300KVA transformer outside of building 403 and one (1) 75 KVA transformer in the mechanical/electrical room within building 403. In addition, the Contractor shall perform work on all associated cables, conductors, switches, connectors, circuits and other related components and parts as required for a fully functional electrical distribution system upon completion of services. The Contractor shall perform a verification test of all equipment installed upon completion. A Site Visit will be held on 5 September 2017 at 1:00PM Eastern Time (ET) at 2800 Powder Mill Road in Adelphi, Maryland to present an overview of the requirement, show the 750KVA transformer and 300KVA transformer as well as the location of the new transformers, and field initial questions from vendors. Please contact the Contract Specialist (brett.e.bigbee.civ@mail.mil) and Acquisition Specialist (caitlin.p.marino.ctr@mail.mil) no later than 11:59AM ET on 29 August 2017 with the following information to register to attend the site visit and receive information regarding the facility and the morning's schedule: - Name of Company and CAGE Code - Full Name of Person(s) Attending (Limited to three people per offeror) - Completed USAG ALC Access Form for each person attending (Applicant portion only) This will be the only site visit conducted for this requirement and it is believed to be necessary to put together a proper technical proposal. The government intends to include under the technical subfactor of the Evaluation Criteria familiarity with the site location and current transformers that require removal. In order to have that familiarity and receive an acceptable rating under that technical sub factor, a site visit is necessary. A draft Performance Work Statement will be provided to all who confirm attendance at the site visit on 31 August 2017. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the NAICS size standard of $20.5 million that accompanies NAICS code 561621. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (IV) Requested registration information for the site visit.
