Description
THIS IS NOT A FORMAL SOLICITATION. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR 15, following this announcement, on or about 15 days from the publication of this announcement. This announcement constitutes a Pre-solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The acquisition will be a competitive procurement after exclusion of sources as a Total Small Business Set-Aside. The U.S. Army Corps of Engineers, Alaska District (CEPOA) plans to solicit offers for Firm Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for environmental conservation, environmental compliance, pollution prevention, and environmental operations and maintenance activities at sites located primarily throughout Alaska. The NAICS of 562910 (size standard 750 employees) is considered most appropriate for this acquisition as it captures many of the potential work activities, to include but not limited to air quality management; cultural and natural resource management; pollution prevention; pesticide management; solid waste management; asbestos survey and abatement; lead-based paint survey and abatement; storm water sampling/analysis and permitting; drinking water sampling/analysis; groundwater monitoring; environmental baseline surveys; and environmental impact analysis. Requirements will be carried out as specified in individual task orders at sites within the U.S. Army Corps of Engineers (USACE) Pacific Ocean Division (POD) Area of Responsibility (AOR), which includes but is not limited to Alaska, Hawaii, Japan, Korea, Guam, Wake Island, and the Northern Marianas Islands. Up to four (4) contracts may be awarded. The Government will make award to the responsible offerors whose proposals are determined to be the best value to the Government using the trade-of process considering non-price technical factors and price. Proposed evaluation technical factors include: Technical Capability, Experience, Organizational Structure/Key Personnel, and Past Performance Confidence Assessment. The evaluation process will use adjectival scoring for each evaluation factor (except for past performance and price), and for the overall proposal rating. Past performance will be assigned a confidence assessment and the price information will be evaluated for fairness and reasonableness. The Government will evaluate a labor matrix of fully burdened labor rates for the following key personnel positions: Project Manager(s); Project Engineer(s); Physical Scientist(s); Natural Resources Specialist, and Cultural Resources Specialist. The labor rates and an overhead rate will be evaluated for fairness and reasonableness. Their application to a sample task order will also be evaluated in order to determine price realism on a sample project and overall cost to the Government for sample types of work to be procured under this acquisition. Utilization of the best value trade-off process under FAR 15.101-1; considering technical capability, past performance and price will result in determining which proposals represent the best value to the Government. The proposed labor and overhead rates will become contractually binding upon contract award. The planned duration of any resulting IDIQ MATOC awards is a three (3) year base period and one 2-year option ordering period, if exercised by the Government. The maximum shared capacity between the total number of IDIQ MATOC awards made will not exceed $48M. The guaranteed minimum amount for each contract will be $10K for the entire period of the contract including any options. A minimum order amount will be established at $3K and the maximum order amount will be established at $5M per single task order and $48M combined. The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. The solicitation for this project is anticipated to be available by INTERNET ACCESS ONLY and will be available on or about 11 Sept. 2017.
