Redacted J&A FEDBIZOPS NOTICE OF INTENT FOR BRAND NAME ONLY DUE TO TECHNICAL ISSUES WITH THE AFWAY PORTAL ALL NETCENTS-2 SOLICITATIONS ISSUED PURSUANT TO FAIR OPPORTUNITY ARE CURRENTLY BEING POSTED ON FBO. ONLY AWARDEES UNDER THE NETCENTS-2 IDIQ CONTRACT WILL BE CONSIDERED FOR AWARD UNDER THIS SOLICITATION. The 10CONS/PKB, Operational Contracting Office, USAF Academy, US Air Force Academy received a Brand Name Only (BNO) justification for FY17 purchase of Computer Hardware and products as depicted on the attached J&A's. This acquisition is anticipated to occur within the NETCENTS 2 Products Portfolio and awarded via the AFWay portal. The North American Industrial Classification System (NAICS) number is 334210 and the business size standard is 1,000 employees; as mandated by the Ordering Guide for Netcents Products user guide. Any offerors believing they can provide the required items with all of the features and functions of the requirement described in the J&A may provide evidence for consideration, this includes eligibility to compete for NETCENTS 2 orders. Evidence must support the offeror's claim they can provide this brand name. All qualified sources may submit a response, which if timely received, may be considered by this agency. Responses must be received NLT 12:00 pm Mountain Standard Time (MST) on 11 Sep 17. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be considered. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with www.sam.gov to include their Online Representations and Certifications. The Government intends to award a Firm Fixed Price contract utilizing the mandatory NETCENTS framework. The closing date of this synopsis is 12:00 pm, Mountain Standard Time (MST) on 11 Sep 17. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 (http://www.whitehouse.gov/omb/circulars_a076_a76_incl_tech_correction/ ) competition performance decisions).
