- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure professional services to make modifications to a prototype Web application, ListBuilderTM, to enable it to meet the security standards prior to moving the application to a Cloud environment. The contractor will assist in the design and construction of Web-based Internet sites, extract information from an Oracle 11i database using dynamically-generated queries, provide a development host platform, and deploy the completed Internet site on the production server. ListBuilder is a legacy system developed in Java by ERDC-CERL, then ported to ColdFusion5 by Strictly Business Computer Systems (SBCS) in 2004-2005. SBCS maintains a working development environment on their servers that mirrors the production environment at ERDC-CERL in Champaign, IL, including an identical copy of the current codebase and database for ListBuildertm. SBCS also assisted in the installation and set-up of the production environment at ERDC-CERL. Since 2005, SBCS has performed a number of upgrades to ListBuildertm for specific sponsors, the last in 2014. The current codebase for ListBuildertm is many years out-of-date with industry standards, and it would be difficult if not impossible to find other programmers who could become familiar with the program codebase or server environment in a reasonable time and at a reasonable cost in order to perform the required security upgrades. Therefore, ERDC-CERL intends to sole-source this requirement to Strictly Business Computer Systems, Inc. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 541511 which has a size standard of $27,500,000.00. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 5 September 2017 at 12:00PM, Central Standard Time (CST), to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
