Description
W9124A-17-T-0024-0001 Q & A 1.0 Description of Services. The contractor shall provide all equipment, transportation and personnel to purchase and install two (2) each custom built aboveground storage tanks that meet all requirements for storing used petroleum, oil, and lubricants (POL). Tanks shall be placed in the 90-day Hazardous Waste Accumulation Point - Northern Compound on Fort Huachuca, AZ. The contractor shall comply with all local, state, and regulations governing the proper storage of Used POL. 1.1 Minimum Tank Specifications. Each custom built tank must meet the following minimum specifications. • Primary tank sides will be 10 gauge steel; • Primary top shell will be 3/16 " with 2" x ¼" angle bracing; • Secondary shell will be 12 gauge steel tank; • Dimensions are 48" wide x 48" high x120" long; • Tank will be painted white; • Tank will come with all required signage; • Tank will be lockable; • Tank will be equipped with: o 2each 6" emergency vents; o 2 each 2" atmospheric vents o 20" x 20" x 6" square box 10 gauge steel on top of tank for easy drum o emptying; o 2" cam lock elbow fitting for filling tank; o 2" cam lock elbow fitting with suction tube for emptying of used oil o 3 feet to keep tank off of the ground; o 2" locking valve with cap for tank cleaning o Drain box will have a 1" mesh. o Kruger at a glance gauge for easy tank readings o 2 each 2" threaded sampling ports with bungs. 1.1.1. Transport. The contractor shall transport the tanks and install in the 90-day Hazardous Waste Accumulation Point - Northern Compound on Fort Huachuca, in accordance with all applicable local, state, and federal DOT laws, ordinances, and regulations. 1.1.2. Install. The contractor shall install the ASTs in the specified locationPlease note that there are no existing connections (e.g., electrical, etc.) that need to be disconnected or connected. 1.1.3. Offloading Tanks. The Government will provide a forklift and certified driver to offload the two tanks - providing each tank does not exceed the forklift capacity of 20,000 pounds. If the tanks exceed the government provided forklift capacity of 20,000 pounds, the contractor will be required to offload the tanks using their own provided equipment. 1.2.3. Undocumented Aliens. Undocumented aliens are unauthorized on Fort Huachuca. The contractor shall not hire undocumented aliens to perform contract services on Fort Huachuca, nor attempt to bring undocumented aliens on the installation. Corrective/punitive action will be taken against the contractor and the undocumented alien if the contractor hires undocumented aliens to perform contract services on Fort Huachuca. 1.2.4. Contractor Travel on the Installation. Contractor personnel shall limit their travel on the installation only to specific areas required for performance of services, specified break and meal areas, or in travel directly to and from these locations. 1.2.5. Security Requirements 1.2.5.4. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the installation, and may result in loss of Post driving privileges, debarment from the installation, or other administrative action. 1.2.5.5. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Fort Huachuca. 1.2.5.6. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority of any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information. 1.2.6. Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with Occupational Safety and Health Act (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. The contractor is responsible for providing contractor employees with all necessary personal protective equipment. 1.2.6.1. Fire Prevention and Safety Standards. Contractor employees shall comply with OSHA, Fort Huachuca Fire Protection Program, and Army Safety, Fire Prevention and Health Programs. 1.2.7. Work Area. The contractor shall, at all times, keep work areas clean and free from waste material, rubbish, tools, and equipment. Upon completion of the job, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor is responsible for removal and proper disposal of all job related waste material at a permitted site. 1.2.8. Continuation of Essential DoD Contractor Services During Crisis. This requirement has been determined not to be essential and does not require continued support during a crisis, as defined DoD Instruction 3020.37, Continuation of Essential DoD Contractor Services During Crisis. 1.2.9. Smoking in Army Facilities. Contractors are advised that the Army has placed restrictions on the smoking of tobacco products in Army facilities. AR 600-63, Army Health Promotion, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas. 1.2.10. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including Fort Huachuca. The contractor shall ensure that contractor employees who have fort access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to prosecution by local authorities. 1.2.5.1. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles. 1.2.5.3. Traffic Laws. Contractor employees shall comply with all Post traffic regulations. Contractor employees are subject to random vehicle speed-control checks. Contractor personnel cited for traffic laws violations on the installation may suffer loss.of Post driving privileges, debarment from the Fort, or other administrative action. The use of cell phones, except hands-free phones, is strictly prohibited while driving on Fort Huachuca 2.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES 2.1. Emergency Services. The Government will provide military police services (call533-3000 for emergencies only), and fire protection services (call533-2111). There are no emergency medical services available at Fort Huachuca therefore the contractor shall call 911 for medical emergencies. 2.2. Forklift. If the tanks exceed the government provided forklift capacity of 20,000 pounds, the contractor will be required to offload the tanks using their own provided equipment.
