Description
The US Army Corps of Engineers - Army Geospatial Center (AGC), intends to add scope to Contract W5J9CQ-16-P-0007 on a sole source basis in accordance with the authority provided and implemented by FAR 13.106-1(b), "Soliciting from a single source." Product: CommonSpot web-based content management system (CMS) software license renewal. The following subtask will be modified to read as follows: Description Qty Option Yr 1 Option Yr 2 Option Yr 3 CS Enterprise Edition License 2 18 Sep 2017 17 Sep 2018 18 Sep 2018 17 Sep 2019 18 Sep 2019 17 Sep 2020 CS Read Only Production Server License, Included 1 18 Sep 2017 17 Sep 2018 18 Sep 2018 17 Sep 2019 18 Sep 2019 17 Sep 2020 CS Development Server License, Included 2 18 Sep 2017 17 Sep 2018 18 Sep 2018 17 Sep 2019 18 Sep 2019 17 Sep 2020 Current contract holder; Paper Thin, Inc. has been identified as the only source capable of providing these software licenses. AGC has been using CommonSpot as a web based content management system (CMS) as well as a ColdFusion based CMS with different backend databases to serve production content for AGC on both restricted networks (not publicly accessible) and the unclassified Internet. AGC needs to renew CommonSpot in order to maintain interconnectivity and interoperability with existing AGC systems. Changing the AGC web architecture from CommonSpot to a different software would cost an estimate of approximately one hundred thousand dollars or more, in addition to losing continuity of interoperability of systems within AGC. Furthermore, the maker of CommonSpot (Paper Thin, Inc.) maintains all proprietary manufacturing and distribution rights which thereby limits competition. Therefore, this requirement could only be satisfied by the minimal cost of renewing the minimal annual support for CommonSpot PaperThin, Inc, is the sole proprietor of CommonSpot Software with no authorized resellers. No other source can satisfactorily perform this additional scope. The associated North American Industry Classification System (NAICS) code is 511210, which has a size standard of $38.5 (in Millions of Dollars). This Notice of Intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 09:00 AM EST, 24 August 2017 to: andrea.d.knowles@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
