Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with North Gulf Oceanic Society to purchase genetic research to identify pray species and individual killer whales for fecal samples, prey remains, and skin biopsies. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), National Marine Fisheries Services (NMFS), need to genetically identify prey species and individual killer whales from fecal samples, prey remains and sink biopsies. The data interpretation is not straightforward and familiarity with the exiting data base and method is very necessary to perform the genotyping of the killer whales to assign identity to know whales in the data base. Furthermore, data from fecal samples are usually of poor quality; an intimate knowledge of the killer whale pedigree and matrilineal structure is necessary for recognizing inconsistencies in the results that could lead to false identifications and wasted time in data analyses. North Gulf Oceanic Society scientists have worked in collaboration with NMFS on previous projects, performing genotyping and individual genetic identification from biopsies and fecal samples and have years of experience working with Fluidigam assays and the date base. The combination of knowledge of (SRKW and the database) and skill (experience with Fluidigam assay) is unique to NGOS. North Gulf Oceanic Society is the only known vendor that meets and exceeds all the requirement of NOAA/NMFS. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
